As of January 27, 2026, internet access in Iran remains severely restricted and largely unstable, despite official claims of restoration.
- "False Restoration" Narratives: Monitoring organizations such as NetBlocks have identified efforts by the Iranian government to generate artificial traffic to manufacture a narrative of wider restoration and normalcy.
- Tiered Access and "White SIM Cards": The regime appears to be testing a "two-tier" internet system. Under this model, approximately 16,000 "vetted individuals" (officials and security-cleared elites) use "white SIM cards" for unrestricted access, while the general population remains locked inside a state-controlled intranet.
- The "Filternet" Strategy: NetBlocks reported that "gaps in the filternet are being tightened to limit circumvention while whitelisted regime accounts promote the Islamic Republic's narrative".
- Starlink Interference: The government has used Russian-made jammers to disable an estimated 40,000 Starlink terminals, which previously served as a lifeline for Iranians. Security forces have also conducted door-to-door raids to seize satellite dishes. This makes Direct-to-Cell technology a necessity for Iran.
- Humanitarian Impact: Rights organizations have described this specific form of digital deception as a tool to "cover up the Iran massacres" by buying time to destroy evidence and evacuate morgues while the world is led to believe the crisis is stabilizing.
