Restore public access to Hoover sports fields
The Issue
As Hoover residents and taxpayers, we are locked out of our own community sports fields.
Across our city, from the Hoover Finley Multipurpose Fields to the Riverchase sports fields, multi-million-dollar athletic facilities sit vacant behind locked gates during the exact hours local residents and working families need them most.
We fully recognize and respect that organized club sports, youth leagues, and tournaments need dedicated field space. However, public facilities must also serve the broader tax-paying public when fields are not actively in use.
The Current Barriers Facing Hoover Residents
- Unusable "Free Open Play" Hours:
- Free public access is strictly limited to Monday through Thursday, 7:00 AM to 3:30 PM. This window completely excludes working adults, college students, and school-aged children.
- No Schedule Transparency:
- There is no public online calendar.
- Residents must rely entirely on word-of-mouth or email communications from staff telling them fields are booked, even when those fields sit visibly empty evening after evening.
- No Standby or Wait-List System:
- When scheduled club teams cancel, finish early, or fail to show up, fields remain locked.
- There is no drop-in, wait-list, or standby mechanism allowing residents to step onto unreserved or unoccupied fields.
- Commercial Barriers for Casual Play:
- To use an unreserved field, casual resident groups face steep hourly rental fees and are required to purchase commercial liability insurance naming four separate corporate and municipal entities.
- This is an excessive hurdle just to kick a ball around with neighbors.
Taxpayers funded these facilities. While club sports have their place, empty fields sitting behind padlocks serve no one. When fields are not actively occupied, Hoover residents deserve a fair, transparent way to use them.
What We Are Asking City Leaders to Do (The 3 Core Reforms)
- Establish a Resident Standby & Drop-In Policy:
- Implement a clear standby and wait-list system allowing Hoover residents to use unreserved or unoccupied fields during evening and weekend hours whenever scheduled events are not actively on the field.
- Publish Transparent Online Field Calendars:
- Provide a live, public schedule online so residents can easily see when fields are reserved by club sports versus when they are open and available.
- Simplify Resident Liability Waivers:
- Replace the mandatory commercial liability insurance requirement for non-commercial resident play with standard individual liability waivers.

With city leadership and management currently reviewing field access policies, now is the time to speak up.
