Restore contact visits for well-behaved inmates at Cheshire CI

The Issue

Someone I care deeply about is currently incarcerated at Cheshire Correctional Institution (Cheshire CI). Their journey hasn't been easy, but they have made a conscious effort to reform by strictly adhering to the rules and actively engaging in rehabilitation programs. Despite all their efforts, they are being stripped of the opportunity for meaningful interaction with their loved ones due to the imposition of non-contact visits.

Recently, Cheshire CI implemented new security measures by installing non-contact glass, which has significantly affected the quality of visits. On April 1st (unfortunately, not a prank), a 2–3 foot tall glass was installed in the center of the table, making the visits unenjoyable, unpleasant, discouraging, and depressing. For inmates who have shown exemplary behavior and dedication to their rehabilitation, this restriction feels like a punishment rather than a safety measure. It undermines their progress by denying them the simple yet profound human connection with their family and friends that contact visits provide.

During the COVID-19 pandemic, contact visits were still being conducted, and safety was not compromised. Furthermore, in 2024, all level four facilities were instructed to remove any partitions in the contact area, acknowledging that contact visits can be safely conducted with proper protocols. In January 2026, the DOC issued a statewide notice for a body scanner rollout, signed by Deputy Commissioner Mulligan, designed to help staff search for contraband efficiently. Non-contact visits are intended for individuals who have a history of contraband, pose a substantial threat to employees, visitors, or any other person, as well as the prison itself. According to policy AD 10.6, a contact visit is a meeting between an inmate and an approved person, which is being physically separated right now.

Research shows that family connections and supportive relationships on the outside significantly contribute to an inmate's rehabilitation and successful reintegration into society. According to a study by the Minnesota Department of Corrections, offenders who maintained regular contact with supportive family members were 13% less likely to re-offend. Restoring contact visits for well-behaved inmates at Cheshire CI would not only benefit the inmates but also contribute to a safer society by promoting rehabilitation.

Furthermore, other correctional facilities have successfully managed contact visits by implementing rigorous safety protocols, such as comprehensive security checks for visitors and clearly defined behavioral criteria for inmates. Cheshire CI can adopt similar measures to ensure safety without depriving deserving inmates of their right to interact meaningfully with their loved ones.

This petition seeks to advocate for policy changes at Cheshire Correctional Institution.
