The Issue

Darjeeling, known for its lush tea gardens and breathtaking views of the Himalayas, is not only a tourism hotspot but also a place of historical and cultural significance. At the heart of this town lies Chowrasta and the iconic Mall Road, areas traditionally cherished for pedestrian leisure and recreational activities. Unfortunately, these areas are now increasingly cluttered with vehicular traffic, leading to congestion and detracting from their intended purpose.

 

Chowrasta and Mall Road are not merely roads or commercial stretches — they are the cultural, social, and emotional heart of Darjeeling. They represent one of the last remaining open public spaces in the center of town where people can walk freely, exercise safely, breathe clean air, and experience the serenity and natural beauty that define the identity of our hills.

 

For generations, this iconic space has served as a sanctuary for people of all ages and backgrounds. Every day, senior citizens, children, students, runners, walkers, and ordinary residents gather here for physical activity, social interaction, relaxation, and mental wellbeing. In a town already burdened by congestion and limited public infrastructure, Chowrasta remains one of the very few safe and accessible spaces available to the public.Historically, Chowrasta and Mall Road functioned effectively as a vehicle-free zone. Vehicles were restricted to designated drop-off points below the area, and only limited access was permitted under exceptional and regulated circumstances. Unfortunately, over the past few years, unrestricted vehicle movement has steadily increased, and today the situation has reached an alarming level.

 

What was once a peaceful pedestrian space is gradually turning into an unregulated parking zone and traffic corridor. If immediate corrective measures are not taken, this irreversible transformation will permanently destroy the heritage, tranquility, and public value of the area.The consequences are already visible and deeply concerning. The area is surrounded by important schools, colleges, and institutions, yet traffic congestion now dominates the surroundings daily. Long lines of vehicles, indiscriminate parking, noise, pollution, and reckless movement have severely compromised public safety and accessibility.Senior citizens can no longer walk peacefully or safely. Students struggle to move freely. Morning walkers and runners are repeatedly forced aside for vehicles. Residents and visitors alike are exposed to unnecessary danger, stress, pollution, and chaos. Several accidents and near-miss incidents have already occurred.

 

Equally concerning is the visible failure in the enforcement of existing public regulations. Although this area is officially designated as a no-smoking zone, both locals and tourists openly violate these rules without consequence. Similarly, regulations prohibiting the feeding of monkeys are rarely enforced. Laws without implementation weaken public confidence, encourage disregard for civic discipline, and erode the authority of the administration itself.

 

Darjeeling already suffers from an acute shortage of open public spaces where ordinary citizens can simply walk, relax, exercise, or experience peace. Chowrasta is not a luxury — it is a necessity for the physical, mental, and social wellbeing of the people of Darjeeling. If we fail to protect this space today, future generations will inherit a town deprived of one of its most valuable public assets.

 

Tourism is undeniably important to Darjeeling’s economy. However, tourism cannot come at the cost of the health, safety, dignity, and quality of life of local residents. A town must first remain livable for its own people before it can sustainably welcome visitors.

 

We therefore earnestly and strongly urge the administration to take immediate and decisive action to:

  • Restore Chowrasta and Mall Road as a strict vehicle-free pedestrian zone.
  • Immediately stop unauthorized parking and strictly regulate vehicle entry.
  • Ensure the safety and accessibility of the area for senior citizens, students, runners, walkers, residents, and visitors.
  • Strictly enforce no-smoking regulations and other public conduct laws already in place.
  • Preserve the heritage, environmental character, tranquility, and public health value of this historic public space.

The situation demands urgent intervention. Delay will only worsen the damage and make restoration increasingly difficult. The people of Darjeeling look to the administration for responsible leadership and immediate action in the larger public interest. We urge the local government and authorities to immediately take action to reinstate Chowrasta and Mall Road as pedestrian-only zones.
