The Issue

To the Government of the Republic of Estonia,

We, the undersigned, are calling for the restoration of the 24-hour operation at the Narva border crossing. The recent decision to limit the operating hours from 07:00 to 23:00, effective from May 1, 2024, has led to severe inconveniences and long wait times for people.

During the summer vacation season, there is a significant increase in the number of people crossing the border. The current operating hours have resulted in unbearable queues, causing delays and discomfort, especially for the elderly and families with young children. People are now forced to wait an average of 5 hours to cross the border, which was not the case when the border operated around the clock.

The situation is critical, and the impact on people's plans and well-being is substantial. Before May 1, 2024, people could cross the border at any time of the day or night, reducing congestion and ensuring smoother travel experiences. The current limitations are causing significant stress and frustration among citizens.

We believe that this situation may violate people's rights to free movement, decent waiting conditions, and health and safety. The long waiting times in queues, especially in the summer heat, can lead to health issues and undue stress, particularly for vulnerable groups such as the elderly, families with young children, and people with disabilities.

We have received overwhelming support from the community, including a large number of people in the Facebook group "Граница НАРВА-Ивангород," who share our concerns and frustrations. This widespread support highlights the urgent need to address and resolve this issue.

We urge the government to consider reopening the Narva border crossing on a 24-hour basis. This change will alleviate daytime congestion, improve the efficiency of border services, and enhance the overall experience for everyone.

Please review and act upon our request to restore the 24-hour operation at the Narva-1 border crossing. We look forward to a prompt and favorable response.

Sincerely,
People Concerned with the Narva-Ivangorod Border Crossing
