The Supreme Court of Pakistan has repeatedly emphasized the constitutional importance of local governments and has issued clear directives regarding the timely conduct of local government elections. These directives reflect the spirit and intent of the Constitution of Pakistan, which recognizes local governance as an essential pillar of democracy.

However, continued delays in holding these elections undermine democratic participation, weaken institutional accountability, and deny citizens their constitutional right to local representation.

Local governments play a critical role in addressing community needs such as education, healthcare, sanitation, local infrastructure, disaster response, and economic development. Without elected local bodies, governance becomes distant from citizens, and the effectiveness of public services is significantly reduced.

The people of Punjab deserve responsive, accountable, and participatory governance at the local level.

We call upon the Government of Punjab and the Election Commission of Pakistan to take urgent and concrete steps to restore local democracy by:

• Immediately announcing a clear, transparent, and legally binding schedule for local government elections in Punjab.

• Ensuring full and timely compliance with the directions of the Supreme Court of Pakistan regarding the conduct of local elections.

• Taking all administrative, legal, and logistical measures necessary to conduct free, fair, and transparent elections.

• Strengthening the local government system to empower communities and promote participatory governance.

• Restoring elected local bodies across Punjab to enable effective grassroots democracy and accountable service delivery.
