

STOP Hengyi Over 55s Apartment Complex Development - Jacksons Road Mt Eliza
The issue
This petition is for all residents of Mount Eliza and Mornington Peninsula who share concerns with the Apartment Complex proposed on the foreshore at the old Beachleigh site at 33 Jacksons Rd, Mount Eliza.
As the awareness has increased, there is a growing number of residents concerned with this over development within our seaside enclave.
- It completely out of character with the area, and the spirit of the planning laws, which are supposed to protect the residents and the amenity of the area.
- The proposed Café is a commercial enterprise in the middle of a residential area and outside of all planning overlays both for the site and the general area.
- Traffic up Jacksons Rd will increase dramatically as it is the only access Road, there are no footpaths, inadequate roads and traffic controls, and with Toorak College drop off & pick up. As well as local residents with children, it is surely a recipe for disaster.
- There is not enough consideration into the increased amount of visitors, parking facilities for visitors, road upgrades and controls.
The original outline the council had for the land after the hospital ceased was subdivision in 2600 sqm blocks for private housing, which is in keeping with the amenity of the surrounding area. This is the preference of residents. - There is quite a bit of concern around erosion of the foreshore, impact on local birdlife, flora and fauna impacts, and heritage overlay of the site.
- It is clearly a commercial high density proposition to maximize profit for the developer, Hengyi. The targeted demographic of over 55’s is hardly “Aged Care” and the develop has cleverly used the planning laws and recent government manage for aged care facilities as a way to maximize the number of dwellings on the site and in turn profit. We are questioning the efficacy of the “Retirement – over 55’s” marketing strategy of the professional consultants as hired by the developer.
- The developer, Hengyi can be googled, has not any history in aged care. The developer is mainly known for inner city high rises. This appears to use the same ingredients of a successful high rise, but, spread out over this parcel of land abutting the foreshore.
- There is concern that other beautiful parcels of land and green wedges will use the outcome of the application for a permit as precedent to further over develop high density dwellings which will further detract from the amenity of the area.
- True aged care needs to be closer to township, closer to public transport, and a true aged care – not a high end high density apartment development targeted at a 55+ demographic to maximize profits.
