Require Transparency for Private Jet Travel: Equal Accountability in U​.​S. Airspace

The Issue

Every American who boards a commercial airplane is required to present identification, pass through security, and be listed on a flight manifest. That’s the law. And yet, private jet passengers — including billionaires, government officials, and foreign nationals — can fly across the country or to private islands without ever disclosing their identities.

 


This legal loophole isn’t just unfair. It’s a threat to public trust, national security, and the principle of equal protection under the law.

 


We demand that Congress and the FAA enact commonsense transparency rules for private aviation:

 


We call for:

 1. Mandatory passenger manifests for all private flights, including domestic (Part 91) operations.

 2. Permanent retention of FAA flight data (flight logs, radar tracking, airport activity) to allow long-term audits and accountability.

 3. Review and reform of FAA privacy exemptions (like the BARR program) for high-risk or government-affiliated aircraft.

 4. Creation of a central database, jointly managed by the FAA and CBP, to ensure that private jet activity is subject to the same oversight as commercial travel.

 


Why permanent storage?

 


Recent technical analysis shows that storing all relevant data (route, timestamps, and passenger names) for all 2.7 million private flights per year would require less than 1 gigabyte of data annually. That’s smaller than the memory on a standard smartphone.

 


Given this negligible cost, there is no legitimate justification for deleting flight records that could be critical for future investigations — whether criminal, ethical, or financial in nature. Permanent retention isn’t a burden. It’s a baseline for accountability.

 


The FAA already has the tools to track this data. All that’s missing is the political will to require its use.

 


This petition is not about class warfare. It’s about equal treatment under the law. The sky belongs to everyone—not just the elite.
