Require TikTok to provide protections against Cyberflashing
The Issue
Cyberflashing (which falls under Image-Based Sexual Abuse) has become a growing issue during livestreams, there are no protections in place, and it is the content creators—not the predators—who are punished and possibly banned by TikTok for it.
Guests will join the panel on a livestream, turn on their cameras without consent, and show nudity/self-pleasuring/pornographic materials. TikTok immediately revokes guest access from the host while the predators retain access to their own accounts. Everyone watching—including minors—become victims of Cyberflashing, and the livelihoods of content creators are negatively affected.
The signers of this petition—concerned with the safety and welfare of adults and children—demand these very simple but important changes be executed by TikTok:
1. Allow Hosts to Restrict Camera and Microphone Access for Guests. To greatly reduce the frequency of these attacks, simple toggles for "Guest Camera Access" and "Guest Microphone Access" should be provided to the hosts before and during their livestreams. They can choose to send requests to their guests to activate their cameras and/or microphones on an individual basis.
2. Focus On Restricting/Banning/Reporting Predators Instead of Victims. TikTok should immediately prevent the perpetrators of these crimes from being able to join livestreams. Upon confirmation during a manual review process, they should be banned at both an IP address and device level. Evidence recorded and collected by TikTok should be submitted to the appropriate law enforcement agencies.
The above demands are reasonable, and are bare minimum security features for such a platform. The signers of this petition are encouraged to post comments in support of these measures, and to share links to this petition with anyone who is concerned with the safety of children.
Related to this, the federal CONSENT Act (Curbing Online Non-consensual Sexually Explicit Nudity Transfers Act) is currently in the early stages of the legislative process to make things like Cyberflashing a federal crime, allowing victims to take legal action against these perpetrators. H.R. 9155 and S. 4695 were introduced in early June, 2026. While Congress continues to work on this important legislation, we can still urge TikTok to take action now!
