The Issue

In Ashland County, Ohio, investigators removed more than 80 dogs from a single large-volume breeding operation after arresting the breeder on serious new charges, including neglect and sexual conduct with an animal. He already faced separate charges for falsification and obstruction of justice tied to an earlier raid, where officials say he hid dogs from investigators. The case is still working through the courts, and he denies wrongdoing — but what's already clear is how long problems can go unaddressed at operations this size. Records show this same breeder was cited for violations years earlier, in 2018, and corrected them just enough to keep operating.

Ohio needs licensing rules for high-volume dog breeders that include unannounced, routine inspections — not paperwork checks that only happen after a complaint or a raid. The Ohio Department of Agriculture and the Ohio General Assembly should close the gap between being cited and actually being shut down, and give county humane societies and sheriffs real authority to act the moment problems surface, not years later.

More than 80 dogs are now depending on the Ashland County Humane Society and rescue partners because the system waited too long to step in. No animal should have to survive years of documented violations before anyone with real authority does something about it.

“ODA is committed to carrying out the Commercial Dog Breeding program and its regulatory rules fairly, consistently, and appropriately, to ensure that the care provided by Ohio’s high‑volume dog breeders rises to meet the standards required by Ohio law and set forth by the Ohio Legislature. We appreciate your feedback and discuss the program frequently with lawmakers and stakeholders. Further, there is a Commercial Dog Breeding Advisory Board, which is comprised of veterinarians, rescue groups, humane societies, and more, to provide input on program rules. The program does utilize both announced and un-announced inspections. All complaints that fall under ODA’s jurisdiction are investigated.
