Require MN School Districts to Administer & Store All Medical Cannabis on School Property

The Issue

 

  As a concerned parent and advocate for the rights of students in the Minnesota medical cannabis program, I have started this petition to urge lawmakers to create a bill requiring all Minnesota school districts to create a policy that allows for the administration and storage of every form of medical cannabis on school property. This issue is personal to me because my daughter, currently 9 years old and attending Meadowvale Elementary School in ISD 728, has been diagnosed with autism spectrum disorder and epilepsy.

Since enrolling in the medical cannabis program at the age of 4, my daughter's life has changed dramatically for the better. Medical cannabis has proven to be an effective treatment for her conditions, helping her to focus, self-regulate, and thrive academically and socially. However, under current policies, only a parent/caregiver is allowed to administer medication on school property.

  1. This situation poses unnecessary challenges and risks for students who rely on medical cannabis as part of their treatment plan. By requiring students to wait for their parent/caregiver, to arrive on school property to administer their medicine, it becomes  dangerous for students who use medical cannabis as a rescue drug. This is also impractical for parents/ caregivers who work or have other responsibilities which making coming to school difficult
  2. It is crucial that all Minnesota school districts recognize the importance of accommodating students enrolled in the state's medical cannabis program by allowing the school to store and administer their medicine on school property. By implementing clear policies regarding this matter, we can ensure that these students receive equal treatment compared to those taking other medications while maintaining a safe learning environment.
  3. Supporting this petition with relevant facts and statistics will help strengthen our cause:

    1. According to a study published in The Journal of Autism and Developmental Disorders (2018), medical cannabis significantly reduced disruptive behaviors among children with autism spectrum disorder.
    2. A survey conducted by researchers at Stanford University found that over 80% of parents reported improvements in seizure control after using CBD-enriched products.
    3. The Minnesota Department of Health has reported a significant increase in the number of patients enrolled in the medical cannabis program, indicating a growing need for appropriate policies to support these students.
