Require Indoor Sheltering of Dogs During Extreme Weather Conditions

The Issue

My heart aches as I imagine the countless dogs that are met with unbearable heat or piercing cold, left outside by dismissive owners. On a daily basis, these loyal beings often succumb to heat stroke or extreme cold due to a lack of proper shelter. Those that survive are left grappling with painful sunburns, burnt paw-pads, and severe dehydration, among numerous other life-threatening conditions.

These are our dogs - creatures who serve as steadfast friends and unwavering protectors. They are unable to choose their guardians and do not have the power to advocate for themselves. These realities make our responsibility to their welfare ever more crucial. Dogs provide us with an unconditional love and loyalty that few other beings are capable of. It is only right that we safeguard them from any possible harm.

In Olympia, WA, and indeed across the entire US, extreme temperatures are a frequent occurrence. According to the National Weather Service, there were 185 heat advisories in 2020 alone, coupled with numerous cold warnings. Yet there is no law enforcing the requirement to bring dogs indoors during such weather extremes, leaving them at risk of severe illness - or worse death. If you coupdnt advocated for yourself and someone chained/stuck you outside in sweltering heat or ice cold conditions, I'm sure you'd want someone to advocate for you. So BE THAT VOICE FOR THEM. 

This is a call to the Olympia City Council to mandate the provision of consistent indoor shelter for dogs during extreme weather conditions for dogs that do not have consistent means to properly warm or cool themselves. The change we seek is not monumental - it is a basic requirement that will ensure the well-being of dogs, one of our most beloved companions.
