The Issue
Motorcyclists face a much higher risk of being killed in crashes than people in passenger vehicles. According to the National Highway Traffic Safety Administration, motorcyclists are approximately 28 times more likely than passenger vehicle occupants to die in a crash per mile traveled.
In Florida and Duval County, where motorcycles are a common presence on our roads, serious crashes involving riders can leave families searching for answers when investigations are limited or inconsistent.
When a life is lost on Jacksonville’s roads, the response should reflect its value.
WHAT WE ARE REQUESTING IN JACKSONVILLE
Mandatory Crash Reconstruction and Investigation
Require a full investigative review when:
• A motorcyclist is killed, or
• A motorcyclist sustains serious bodily injury requiring hospitalization
This investigation should include:
• Scene documentation and crash reconstruction
• Witness interviews
• Evidence preservation
• Retrieval and preservation of available traffic camera, surveillance, or nearby video footage when applicable
• Review for distracted or impaired driving when legally appropriate
Mandatory Distracted-Driving Review in Serious Crashes
When a motorcyclist is killed or seriously injured in Duval County, distracted-driving factors should be reviewed as part of the investigative process when supported by probable cause and existing law.
Enhanced Enforcement for Failure-to-Yield and Negligence
Failure to yield is one of the leading causes of motorcycle crashes. Increased enforcement and accountability when negligence is proven can help prevent avoidable loss of life.
We request stronger enforcement focus and consequence review when drivers are found at fault due to:
• Failure to yield
• Distracted driving
• Careless or reckless operation
Public Awareness, Signage, and Enforcement Programs in Jacksonville
Develop targeted driver awareness initiatives reminding motorists to safely share the road with motorcycles.
These initiatives may include:
• “Watch for Motorcycles” roadway signage at high-risk intersections and corridors
• “Look Twice – Save a Life” driver awareness messaging
• “Look Twice Before Turning Left – Watch for Motorcycles” signage where left-turn collisions occur most frequently
• Seasonal safety messaging during peak riding months
Education paired with enforcement helps prevent avoidable crashes and saves lives.

Motorcycle riders in Jacksonville are parents, spouses, veterans, business owners, and community members. Their lives carry the same weight as anyone else who uses our roads.
A standardized investigative process helps ensure fairness, transparency, and prevention. When investigative standards are inconsistent, dangerous behaviors can go unaddressed and families can be left without clarity.
Improving investigative standards and driver awareness protects everyone who shares the road.
PERSONAL PERSPECTIVE
My late husband was killed in a motorcycle accident.
In the aftermath, there was little to no formal investigation. There was no reconstruction, no meaningful follow-up, and no clear explanation provided to our family.
The hardest part was not only the loss — it was the absence of answers.
Families should not be left wondering whether a proper investigation was ever conducted when their loved one is killed.
That experience is why I am advocating for mandatory investigative standards when a motorcyclist is killed or seriously injured.
