Twice in the past four years, my beautiful daughter Hailey has come home from school with unexplained marks or bruises. She has Down’s Syndrome and is non-verbal. She was able to communicate to me that the staff had done this to her, but wasn’t able to tell me what was done to her. Because of this, I couldn’t file charges. I am not willing to wait for another set of bruises.  We need a way to protect our special needs students verbal and nonverbal from abuse now.  

The State of North Carolina should require all Special Education Classrooms (SECs) Resource rooms and Therapy rooms to install cameras with audio to minimize abuse and protect our disabled children.

I am not the only one dealing with this tragedy. Two other Union County School District  parents have spoken up about their own children with disabilities experience with school abuse.  One mother pulled her child out because she was bullied and called ‘stupid’ by staff. Another hid a recorder on her child, and what she heard is heartbreaking -- abusive tirades that I wouldn’t wish on my worst enemy, let alone a defenseless child.  Some of our special needs children aren’t able to speak up for themselves in these circumstances, but a camera could speak for them.  

The problem doesn’t stop at the borders of Union County, or even North Carolina. Stories of abuse, both physical and verbal, have been around for years. Parents of special needs children from New York to California have been begging for safeguards so they can trust that their children are safe while  at school. And Texas is on the verge of passing legislation that does just that, after a brave mother fought for ten years to get the law through.

North Carolina should require cameras in SECs today. No child should have to suffer while in the care of their school, and no parent should have to worry about their son or daughter’s safety while they are getting an education. Please sign my petition. Let’s set an example for other states and protect our most precious resource.
