Require Age Restrictions for Explicit Content at All-Ages Concerts in California

The Issue

We call on local officials in California to require clear age restrictions or parental supervision for live performances that contain explicit lyrical content, in order to protect minors while respecting artistic freedom.

To the elected officials of the State of California:

We, the undersigned residents and community members, respectfully request the adoption of a local ordinance requiring age-appropriate access restrictions for live performances that contain explicit lyrical content.

In recent years, concerts marketed as “all-ages” have increasingly featured artists whose music and performances include strong profanity, sexual themes, and graphic depictions of violence. While artistic expression is protected and valued, many parents and community members are concerned that minors are being exposed to adult content in live environments without appropriate safeguards.

This petition does not seek to ban any genre of music or limit freedom of expression. Instead, it proposes reasonable, common-sense protections similar to those already in place for movies, television, and other forms of entertainment.

There have been instances where artists known for explicit content and performances have appeared at events open to minors, raising concerns about whether current standards adequately protect young audiences. This highlights the need for clearer guidelines and consistent enforcement.

We propose the following:

- Live performances that include explicit lyrical content be designated as 18+, or

- Minors be allowed entry only if accompanied by a parent or legal guardian

- Event organizers and venues be required to provide clear content advisories when promoting such events

- Enforcement measures be established for venues that fail to properly label or restrict access

These measures are not about censorship—they are about protecting minors and ensuring parents have the information and authority needed to make decisions for their children.

Communities already enforce age-appropriate standards in other areas of entertainment. Live music events should reflect the same level of responsibility.

We believe this approach balances freedom of expression with community standards, and reflects the concerns of families across San Diego County.
