Has not yet received an official tribute from Treyarch, Call of Duty, Activision, or Xbox, despite his legendary performance.

As it stands currently, Xbox/Activision/Call of Duty/Treyarch, have seemingly not acknowledged his passing at all, despite him bringing to life, arguably THEE best antagonist of the Call of Duty Franchise.

This petition calls for Xbox/Activision/Call of Duty/Treyarch to finally create an Official Tribute to Kamar de los Reyes.

Yeah, I agree they should've been done it, but they didn't...........yet.

Now to address the other points,

(The following comparisons are solely for the purpose of proving that it is entirely possible for Activision, Xbox to create genuine incredibly beautiful tributes to Kamar de los Reyes, even though it's been years since his passing) 

 

The sadly now passed, legendary voice actor, Tom Kane [Takeo Masaki], unfortunately suffered a stroke in November of 2020. Activision, didn't acknowledge Tom Kane's unfortunate condition, until Black Ops 7's marketing in 2025, when Takeo came back into the story........for some reason.  Although five years later, the tribute to Tom Kane from this new voice actor for Takeo, wasn't any less touching.

Nelson Lee [Takeo Masaki in Black Ops 7], has done an incredible job as Takeo in Black Ops 7,  but before that, Xbox/Activision/Treyarch posted his tribute to Tom Kane,

Kamar de los Reyes sadly passed on Dec 24th, 2023 from cancer

Activision/Treyarch, didn't acknowledge it. Given how Tom Kane's unfortunate stroke wasn't acknowledge until a relevant game's lifecycle, perhaps, they could only acknowledge Kamar de los Reyes' passing in a relevant game. However, Xbox/Activision/Treyarch, recasted Menendez without first paying tribute to the original actor, during the marketing, the campaign, or credits of Call of Duty Black Ops 7.

Activision, Xbox could have easily done something similar with heartfelt words from Jesse Corti [Raul Menendez in Black Ops 7], and tributed both Tom Kane and Kamar de los Reyes during the marketing of Black Ops 7; especially since they likely approved of plans for Call of Duty Black Ops 7 to follow Call of Duty Black Ops 6, before BO6's release date on Oct 25th, 2024.

 

The legendary voice actor Tom Kane sadly passed away on May 18th, 2026.

His passing occurred during the current lifecycle of Black Ops 7

Just recently as June 25th, 2026, the late legendary voice actor Tom Kane [Takeo Masaki], received both, beautiful in-game tributes for Call of Duty Black Ops 7 in the amazing zombies map Kowakujo, and heartfelt tributes from official Call of Duty social accounts.

The map Kowakujo (and even before that, the decision to bring back Takeo Masaki, despite the original voice actor's health complications), was likely approved of, before Call of Duty Black Ops 7's release date of November 14th, 2026, and they were able to add this incredible tribute to Tom Kane, before the map officially released on June 25th, 2026. This implies that within about a month of his passing, Activision was able to create beautiful in-game tributes, and heartfelt social media posts for Tom Kane.

 

Kamar de los Reyes sadly passed on Dec 24th, 2023 due to cancer.

The decision to use Raul Menendez for Call of Duty Black Ops 7, was likely approve of before BO6's release date on Oct 25th, 2024, since Activision approved BO7 to follow BO6. 

 

Given this information, and the incredibly beautiful genuine tributes made for Tom Kane, this implies that Activision, Xbox had more than enough time to create beautiful genuine in-game tributes for Call of Duty Black Ops 7 for Kamar de los Reyes, create heartfelt genuine tributes from official Call of Duty social accounts for Kamar de los Reyes, post heartfelt genuine words from Jesse Corti [Raul Menendez in Black Ops 7] about Kamar de los Reyes, and finally create a fully voiced Raul Menendez Operator.

 

They've also created several chances for an Official Kamar de los Reyes tribute.

• The Menendez skin for a completely separate operator in Black Ops 6
• Menendez being marketed before the launch of Bo7, and being inside of the campaign of Bo7
• Vanguard getting added to game pass [Menendez is still the face of Call of Duty Vanguard as a Menendez operator released in the final season]
• Several mentions of Menendez in Bo7 multiplayer maps descriptions
• Bo2 getting ported to the PS5
• Menendez is on Treyarch's 30th anniversary shirt
• The current Season 6 of Bo7 takes place during America's National Latino/Latina/Hispanic Heritage month

Yet, there is still not one, not yet at least.

 

Additionally, Raul Menendez is a boss fight in the Call of Duty Black Op 7 Campaign

Mind you, Raul Menendez is the only human character from a boss fight, from the Call of Duty Black Op 7 Campaign that is unplayable as an operator.

Xbox/Activision/Treyarch, can clearly create incredibly beautiful genuine tributes during the lifecycles of the relevant game, even if 3+ years passed,  but why didn't Kamar de los Reyes receive an official tribute?

I guess it would still be better late than never to officially acknowledge the incredible actor who brought to life arguably the greatest antagonist in the whole Call of Duty franchise

Year 2 DLC for Call of Duty Black Ops 7

Zombies Chronicles was the best selling DLC for a Call of Duty game

Imagine what,

 Zombies Chronicles 2 + a year 2 dlc that touched across all modes, that also granted bonuses for MW4 Upon Purchase

Could do.

Campaign:
The only thing universally poorly received in Black Ops 7 (However Endgame was well received).

Add Black Ops: Declassified's story to Black Ops 7. Several players didn't experience this campaign due to it being only available on one console - the PS Vita - and due to several bugs. This would be a perfect opportunity to tribute Kamar de los Reyes, and can additionally follow Menendez's inheritance of power after the death of his father, Jose Luiz Menendez in the Black Ops: Declassified story. As a teaser, you can use the Menendez Model from the Bo7 Campaign, and Jesse Corti (but not before an official tribute to Kamar de los Reyes). Another idea is to create campaigns for each different ending to Black Ops 2.

You can also add a Prestige Master for Endgame, giving you a 5th Skill track, hitting the max level would make you a Prestige Legend, and allow you to equip a 2nd ability boost as well

You can also add a machete melee weapon, the SPAS-12 weapon (Menendez's weapons from the Bo2 campaign, when you could play as him) and the machete scorestreak from the Bo7 campaign or it as an additional nightmare skill, and other Menendez themed skill tracks, like Warband, Berserker  and the nightmare skill, Wingman Unit. In the Black Ops 2 Campaign, when you play as him, Menendez was in this Berserker state of mind in order to save his sister. Menendez also had a strong command of drones (the swarm, and thus legion score streaks are based on his attack on LA), and he turned his enemies into allies, having moles in the CIA.

Multiplayer:

• Over 16,000 member of the Call of Duty community have called for the Removal of Skill Based Match Making (SBMM), please remove it from MW4, and restore Black Ops 7, to having Open as the standard, as it was prior to Season 5. Change the name of the standard mosh pit that has SBMM into casual competitive since there are no restriction. Introduce Ranked Tiers, and give players higher XP, and weapon XP for going against highly ranked similarly skilled players, do the same for MW4 (This would be a free change). 
• Since Season 6 was mostly a bunch of LTMs, this is the perfect opportunity to add more permanent stuff as a proper final send off. Hydro/Magma/Rush/Turbine/Drone/Studio/Cove.
• You can also add equipment like the bouncing betties.

Zombies:

Make Mr. Peeks Mayhem available in standard, cursed public and survival (This would be a free change). 
Zombies Chronicles 2: The Dark Aether Saga
Kevin Drew talked about this since Cold War, telling the community to make noise; Community has been louder than ever.

Also talked about a lot, you can also add the Zombies music player into the game, as many players know there's something special about playing these songs in game, and not just on Spotify or something.

Universal:
Carry Forward (The community has been loud about this too), and over 400 member of the community have signed a petition. Please reinstate Carry Forward. The Bo6 Weapons would appear in a legacy tab.

Similar to a Woods Operator being in previous Modern Warfare titles, purchasing this Year 2 DLC will also give you a Menendez, Woods, and Mason operator in MW4, but not before an official tribute to Kamar de los Reyes.

 

Also add 6 more weapons to Bo7 to increase the total to 70 for Black Ops 7. These weapons would appear in the normal weapon class tabs.

As it stand currently, there isn't a global mastery camo or a dark ops for getting all 64 weapon mastery camos across all modes. You can add a Nexus Horizon Camo 2.0, a Cold Snap Camo 2.0, and a calling card, for getting all weapon camos across all modes + Year 2 DLC weapons. You can increase it to 77 to make it more significant over the current 64. You can also add these Year 2 DLC weapons and mastery camos into MW4 for players who purchased the Year 2 DLC.

-A Futuristic SPAS-12 (Shotgun) [Menendez's Shotgun used in the Black Ops 2 Campaign]
- Executioner/Python (Pistol)
- L4 Siege (Launcher)
 
Because first and formally, these are the classes that got less than or equal to one, additions throughout Year 1 of BO7
 
Here are some other recommendations as well,

-Machete (Melee) [Menendez's Machete used in the Black Ops 2 Campaign]

- Futuristic KSG with Bo4 Diamond as its mastery camo (Shotgun), A futuristic version was already made for Call of Duty Future Warfare, before the game got canceled

- Titus-6 (Special)
- Galil (Assault Rifle)
- Type 100 (SMG)
- AK74u (SMG)
- Bo2 like Plantable Assault Shield (Special), that comes with blueprints that have premade text on them like, "Over here", with an arrow on it.
- Galvenknuckles (Melee), and Bowie Knife as a Knife Blueprint

Any additional weapons in this Year 2 DLC, and their mastery camos can also be added to MW4

 

I believe this would provide extraordinary value to all players, of MW4 and Bo7, and not take away, but amplify an official tribute to Kamar de los Reyes, and be very well received by the community.
