The Issue
We, the undersigned parents and legal guardians of students enrolled in the Special Education (SPED) Program of Saint Joseph’s School of Fairview, Inc. (SJSFI), respectfully but firmly open this Petition for the reconsideration of the recently imposed tuition increase for the upcoming School Year 2026.
This Petition is anchored on the provisions of DepEd Order No. 42, s. 1988, which explicitly mandates that any increase in tuition and other school fees shall not exceed fifteen percent (15%) of the approved rates from the preceding school year, unless justified by meritorious circumstances and duly subjected to regulatory compliance. In instances where such increases exceed the prescribed 15% threshold, the same Order requires:
- The submission of a detailed and substantiated justification, supported by relevant financial and operational documents; and
- The conduct of proper and documented consultation with parents and guardians, ensuring transparency and participatory decision-making prior to implementation.
It is our understanding that the imposed increase of ₱20,000 over the previous total tuition rate of ₱68,940 significantly exceeds the allowable 15% cap. Moreover, no documented formal consultation or assembly with parents and guardians was conducted to discuss, deliberate, or justify such an increase prior to its implementation. These circumstances raise serious concerns regarding compliance with the governing DepEd regulations and the procedural validity of the increase.
Beyond regulatory compliance, the magnitude of the increase imposes an unreasonable and disproportionate financial burden on families of children with special needs. SPED learners inherently require additional and continuous support; including therapy services, medical interventions, and specialized educational resources. The cumulative cost of these necessities already places families under considerable financial strain, thereby making such a substantial tuition increase particularly inequitable.
We want to emphasize that we truly support the school’s decision to implement a tuition increase for the benefit of the institution and the welfare of all students. However, we respectfully ask for reconsideration of the current ₱20,000 increase for SPED classes, with the hope that it may be adjusted to a more minimal level. This would reflect fairness and compassion, while still supporting the school’s sustainability and growth.
In light of all mentioned, we respectfully request the following:
- Immediate reconsideration of the ₱20,000 tuition increase for SPED classes to an amount that is reasonable, justified, and compliant with DepEd regulations;
- Full disclosure of the basis and justification for the imposed increase, including supporting financial documentation;
- The conduct of a formal and transparent consultation process with parents and guardians, in accordance with DepEd requirements; and
- The reaffirmation of SJSFI’s commitment to equity, inclusivity, and the protection of the rights and welfare of learners with special needs.
We trust that the administration will give this matter the urgent attention it warrants and respond in a manner consistent with both legal standards and the institution’s core values.
