Request for Transparency and Public Consultation on the Proposed Boundary Change between S

The Issue

We, the undersigned parents and guardians of students residing in Niagara-on-the-Green, respectfully submit this petition regarding the proposed boundary change between St. Davids Public School and Crossroads Public School.
 
1. Lack of Transparency and Public Engagement
Parents in Niagara-on-the-Green were first notified on October 16, 2025, only four days before the DSBN Program & Planning Committee meeting on October 20.
The proposal was approved at the committee level and scheduled for final Board vote on October 28, leaving no opportunity for community input or review.
No public consultation meeting, survey, or information session has been offered to affected families, contrary to the DSBN’s commitment to transparent and inclusive decision-making.
 
2. Questionable Urgency
The DSBN report itself states that new student yields from Niagara-on-the-Green and Modero Estates will begin no earlier than 2027, yet the boundary change is proposed to take effect in 2026-27.
St. Davids PS currently manages enrolment with five portables and no documented safety or space emergency.
The referenced Niagara-on-the-Green development is “nearing expiry” with only an “expected extension,” suggesting the project’s future is uncertain and projections may be premature.
 
3. Our Requests
We respectfully ask the DSBN Board of Trustees to:

Defer the October 28 vote on the St. Davids / Crossroads boundary change until proper community consultation has occurred.
Host an open public consultation session (virtual or in-person) for Niagara-on-the-Green families to review the data and share feedback.
Release the underlying population, housing, and enrolment projection data used to justify the boundary change.
Consider alternative timelines or transitional options should growth not occur as forecasted.
 
4. Our Position
We support thoughtful, data-driven planning that ensures high-quality education for all students.
However, this proposal—introduced with minimal notice and uncertain assumptions—fails to meet reasonable standards of transparency, fairness, and accountability.
Families deserve the opportunity to be heard before permanent boundary changes are enacted.

We, the undersigned, respectfully urge the DSBN Board of Trustees to pause this decision and engage meaningfully with the Niagara-on-the-Green community.
