Subject: Request for early notification of the Manipur Civil Services Combined Competitive Examination 2026.

Respected Sir/Madam,

We, the undersigned aspirants of the Manipur Public Service Commission (MPSC) Civil Services Combined Competitive Examination, respectfully submit this memorandum seeking the kind intervention of the Hon’ble Chief Minister and the Government of Manipur.

The MPSC Civil Services Examination has not been conducted regularly, with a prolonged gap after 2016 and the examination being conducted only in 2022. Due to this prolonged interruption, many aspirants who have devoted several years to preparation are now approaching or crossing the prescribed upper age limit through circumstances beyond their control.

The uncertainty has also placed considerable financial, career and family pressure on aspirants who have invested years of their productive age in preparation. For many, the prolonged uncertainty has caused serious emotional and psychological stress, while alternative career opportunities have also been deferred in the expectation of the State Civil Services Examination.

At present, there is an additional urgency as the Assembly election is expected next year. The imposition of the Model Code of Conduct may affect or delay the initiation of recruitment processes. Any further delay until after the election could consequently push the examination and recruitment process further into the future and cause more aspirants to lose their opportunity due to the age limit.

In view of these exceptional circumstances, we most respectfully request the Hon’ble Chief Minister and the Government of Manipur to kindly:

1. Ensure early issuance of the notification for the next MPSC Civil Services Combined Competitive Examination, preferably before the commencement of the forthcoming election-related restrictions, subject to applicable rules and procedures.

2. Consider a one-time age relaxation/appropriate age-related relief for aspirants who have become or are about to become over-age due to the prolonged gap in the conduct of the examination.

3. Ensure timely and regular conduct of the MPSC Civil Services Examination in subsequent years, providing aspirants with a predictable recruitment cycle.

4. Direct/coordinate with the concerned authorities and the MPSC for expeditious processing of the notification and examination so that eligible aspirants do not lose their opportunity due to circumstances beyond their control.

5. Include a tentative month ( or tentative date, if possible) for the examination and provide at least 3 month's time for preperation, to enable aspirants to plan and appear with adequate preparation and fairness.

We humbly submit that these requests are not intended to seek any unfair advantage, but to ensure fair opportunity and reasonable relief for aspirants affected by the extraordinary delay in the examination cycle.

We therefore earnestly appeal to the Hon’ble Chief Minister and the Cabinet of Manipur to kindly consider our genuine concerns sympathetically and take necessary action at the earliest.
