Rustam Kalganov and Natalya Skye are public internet personalities associated with the YouTube channel @RusyainAmerica: https://youtube.com/@rusyainamerica. Since 2022, Rustam and Natalya have turned their personal lives into a monetized reality show on YouTube. Their channel has attracted a large audience and generated significant engagement through livestreams, personal stories, public conflicts, and discussions about other people. Over time, however, many viewers have become increasingly concerned about what they perceive as a recurring pattern of public humiliation, harassment, intimidation, and exposure of private individuals. Critics, former supporters, elderly people, vulnerable individuals, and ordinary members of the public have frequently become the subject of ridicule and negative attention before a large online audience. This petition is not based on a single video or isolated incident. It reflects concerns repeatedly raised by viewers over several years of content.
We respectfully request that YouTube conduct a comprehensive manual human review of the entire channel due to recurring concerns regarding harassment, intimidation, degrading conduct, privacy violations, hateful rhetoric, and the targeted humiliation of individuals featured on the channel. We specifically request a comprehensive channel-wide audit rather than a review limited to a small number of reported videos, as the concerns described herein relate to an alleged pattern of conduct that viewers report has occurred repeatedly over a period of years.
Viewers have repeatedly raised concerns regarding:
- misogynistic, degrading, or humiliating rhetoric directed toward women;
- repeated ridicule, mockery, and humiliation of elderly individuals, poor individuals, disabled individuals, socially vulnerable persons, and other disadvantaged people;
- derogatory, hostile, or degrading commentary directed at LGBT individuals and discussions involving sexual orientation or gender identity;
- insults and degrading commentary based on ethnicity, nationality, age, appearance, poverty, education level, disability, or social status;
- dehumanizing, degrading, or sexualized commentary directed toward vulnerable individuals;
- publication, display, discussion, or dissemination of images, photographs, personal information, and identifying details relating to non-public individuals;
- inflammatory rhetoric directed toward certain ethnic, national, social, or minority groups;
- encouragement of online harassment, intimidation, pile-on behavior, or retaliation against critics and opponents;
- repeated threats to identify, expose, doxx, track down, publicly reveal, contact employers of, or otherwise retaliate against critics, commenters, and viewers;
- repeated threats of lawsuits, investigations, reporting campaigns, or public exposure directed at individuals who criticize the channel;
- rhetoric that viewers perceive as creating fear of retaliation for expressing criticism or disagreement;
- possible misuse of YouTube reporting systems, copyright complaints, or other platform mechanisms against critics, commentary channels, or individuals engaged in lawful criticism and commentary.
A significant number of the individuals discussed, mocked, targeted, or publicly exposed on the channel appear to be non-public individuals. Viewers have expressed concern that many of these individuals appear to be elderly persons, economically disadvantaged individuals, socially isolated persons, or women living outside the United States, including in rural and remote regions, who may lack the resources, technical knowledge, language skills, or practical ability to defend themselves effectively, navigate YouTube's reporting system, seek legal assistance, or respond to online harassment. Such individuals may be particularly vulnerable to public humiliation, ridicule, exposure, and intimidation due to their limited ability to protect themselves online.
Viewers have also raised concerns regarding medical, pharmaceutical, and surgical advice provided during livestreams. Some have questioned whether such advice should be reviewed in light of publicly available records documenting prior disciplinary action involving revoked pharmacy and RN licenses.
This petition is not about censorship, political views, personal opinions, or disagreement with content creators. Rather, it is a request for YouTube to determine whether repeated patterns of conduct displayed across the channel are consistent with YouTube’s policies regarding harassment, bullying, privacy violations, hate-based conduct, intimidation, and targeted humiliation.
We respectfully ask YouTube and Google to:
- Conduct a comprehensive manual human review of the channel @RusyainAmerica;
- Review a substantial representative sample of livestreams, archived broadcasts, uploaded videos, shorts, and community posts spanning multiple years;
- Evaluate patterns of conduct across the channel as a whole rather than relying solely on isolated clips or individual reports;
- Review possible violations involving harassment, bullying, intimidation, privacy abuse, degrading treatment of individuals, hate-based conduct, and targeted humiliation;
- Review repeated threats (including during livestreams) to identify, expose, doxx, retaliate against, intimidate, or publicly target critics and commenters;
- Review concerns regarding the publication or discussion of images and identifying information relating to non-public individuals;
- Review concerns regarding possible misuse of YouTube reporting, copyright, or enforcement systems against critics and commentary channels;
- Apply any enforcement measures deemed appropriate under YouTube’s policies if violations are identified, including demonetization, suspension, or removal of the channel.
All creators should be held to the same standards regardless of audience size, language, nationality, popularity, or political viewpoint.
