Hi,

I’m Belinda Popovich, lifelong resident of Guadalupe. Myself along with several other business owners like El Tapatio and other Residents are looking to assist the City of Guadalupe by gaining support for some critical changes needed down our main road. CalTrans will be making ADA (Americans Disability Act) changes to all of our sidewalks along that street and their first draft of the changes did not include a single request that the City of Guadalupe was requesting so we are looking for support to show CalTrans that we deserve to be heard and that these changes are needed by our citizens!

While CalTrans is working on ADA corrections many of our city officials and business owners would love to see other improvements happen at that same time, here is a quick rundown:

• Installation of a bus bay/curb inset in front of the Amtrak Station, so that two bus routes can safely meet simultaneously at this location.
• Removal of the mid-block bulbouts along Guadalupe St. The bulbouts do not meet their intended goal of calming traffic.
• Support alternative bulbouts at intersections with stop signs and areas of regular pedestrian crossing (such as at the road angle change between 8th and 9th Streets).
• The addition of a 4-way stop at
  Guadalupe St. and 9th St.
• 3 way stop at Guadalupe & Olivera St. would greatly aid pedestrian
• Add rapid rectangular flashing beacons (RRFB) to all stops sign areas
• Pedestrian safety elements like in ground lighting through the cross walks. Increases safety on foggy days.
• Move our electrical utilities undergrounded on Guadalupe St. south of Olivera St, along with conduit along Guadalupe St. to support the Broadband connectivity of our town. 
• Alterations of landscaping to bring in energy-efficient streetlights that encourage pedestrian use and improve safety by reducing darkened areas and illuminating business storefronts and signage.
• Improved treescapes. The existing trees have small canopies, limiting their effectiveness at reducing the urban heat island effect and by not providing any meaningful shade for pedestrians.
• Reducing the speed limit from 30 mph down to 25 mph along Guadalupe St.

Once the petition is complete we will be turning this data in along with physical letters that we are also getting signed directly to the local CalTrans representative for this project as well as copies to our Public Works director so she can see that we support her efforts in her negotiations with CalTrans.

Yo junto con varios otros dueños de negocios como El Tapatio y otros Residentes estamos buscando para ayudar a la Ciudad de Guadalupe mediante la ganancia de apoyo para algunos cambios críticos necesarios a lo largo de nuestra calle principal. ¡CalTrans estará haciendo cambios al ADA (Acta de Americanos Discapacitados) a todas nuestras banquetas a lo largo de esa calle y su primer diseño de los cambios no incluyó una sola petición que la Ciudad de Guadalupe estaba solicitando así que estamos solicitando apoyo para mostrarle a CalTrans que merecemos ser escuchados y que estos cambios son necesarios para nuestros ciudadanos!

Mientras CalTrans está trabajando en las correcciones ADA muchos de nuestros funcionarios de la ciudad y los propietarios de negocios les encantaría ver otras posibles modificaciones al mismo tiempo, aquí está un resumen rápido:

o Instalación de una bahía de autobús / bordillo frente a la Estación de Amtrak, de modo que dos rutas de autobús con seguridad pueden reunirse simultáneamente en este lugar
o Remover la extensión de bordillo a lo largo de la Calle Guadalupe. Estas extensiones de bordillo no cumplen con su objetivo de reducir el tráfico.
o Apoyar la alternativa de las extensiones de bordillo en las intersecciones con señales de alto y áreas de cruce peatonal regular (como en el cambio de ángulo de la carretera entre las Calles 8 y 9).
o La adición de una parada de 4 vías en la Calle Guadalupe St. y la Calle 9.
o Una parada de 3 vías en las calles Guadalupe y Olivera ayudaría mucho a los peatones.
o Agregar balizas intermitentes rectangulares rápidas (RRFB) a todas las áreas de señalización de paradas
o Elementos de seguridad peatonal como iluminación en el suelo a través de los cruces peatonales. Aumenta la seguridad en los días con neblina.
o Mover nuestras utilidades eléctricas bajo tierra en la Calle Guadalupe al sur de la Calle Olivera, junto con los conductos a lo largo de la Calle Guadalupe para apoyar la conectividad de banda ancha de nuestra ciudad.
o Alteraciones de jardinería para traer farolas de bajo consumo que promuevan el uso peatonal y mejorar la seguridad mediante la reducción de las zonas oscuras y la iluminación de comercios y la señalización.
o Mejorar el paisaje arbóreo. Los árboles existentes tienen copas pequeñas, lo que limita su eficacia a la hora de reducir el efecto térmico de isla urbana y al no proporcionar sombra significativa a los peatones.
o Reducir el límite de velocidad de 30 mph a 25 mph a lo largo de la calle Guadalupe.
 

Una vez que la petición esté completa, estaremos entregando estos datos junto con cartas físicas que también estamos recibiendo firmadas directamente al representante local de CalTrans para este proyecto, así como copias a nuestro director de Obras Públicas para que pueda ver que apoyamos sus esfuerzos en sus negociaciones con CalTrans.
