Request to Defeat Bylaw #018-26 – Transition Rural Residential (TRR) District Rescindment Land Use
Bylaw Amendment

We, the undersigned, respectfully request that Council defeat Bylaw #018-26, the proposed
amendment to Bylaw #020-24 (Land Use Bylaw) that would rescind the Transition Rural
Residential (TRR) District.

We oppose the rescindment for the following reasons:

     The original TRR District (Bylaw #020-24) was developed over a six-year period through
extensive public consultation, planning, and collaboration with affected landowners and the
community.
     Significant public time, effort, and financial resources were invested in creating this bylaw to
address the unique needs of annexed rural residential acreage properties.
     The TRR District provides a practical and well-planned pathway for large acreage properties to
transition into smaller urban residential parcels over time, supporting orderly and responsible
development.
     The bylaw was designed with the vision of allowing development to proceed in phases
while deferring offsite levies until smaller parcels are created, with the necessary authority
granted to the Chief Administrative Officer (CAO).

     Rescinding the TRR District would eliminate this important transition option and negatively affect
the value, development potential, and long-term planning of our properties.
     The Country Residential (CR) District does not provide a pathway for subdivision into
parcels smaller than one acre, whereas the TRR District does. Removing the TRR District
would therefore eliminate opportunities that many property owners have relied upon in
planning for the future.

We respectfully request that Council reject Bylaw #018-26 and retain the Transition Rural
Residential (TRR) District as adopted under Bylaw #020-24.
