​Objet : Requête pour une protection Royale de notre patrimoine face aux tentatives d'appropriation et à l'inertie ministérielle.

Majesté, Que Dieu Vous glorifie,
​Nous, soussignés, citoyens marocains résidant au Royaume et Marocains du Monde (MRE), attachés de manière indéfectible au Glorieux Trône Alaouite, avons l’insigne honneur d’élever cette pétition vers Votre Haute Personne.
​Nous nous tournons vers Votre Majesté, garant de la pérennité de notre identité et Protecteur Suprême des intérêts de la Nation, pour exprimer notre profonde inquiétude face aux agressions systématiques que subit notre patrimoine culturel.
​1. Face à la spoliation étrangère : Notre héritage millénaire fait l’objet de tentatives répétées de vol et d’appropriation par l’État voisin, l’Algérie. Cette spoliation vise à dénaturer l’histoire du Maroc en s’accaparant ses arts, son artisanat et ses traditions séculaires.
​2. Face à l'inaction du Ministère de la Culture : Malgré nos alertes et l'existence d'outils de protection juridique, nous déplorons le silence et l'inaction du Ministère de la Culture. Ce département faillit à sa mission de défense diplomatique et technique, laissant notre identité sans protection face aux prédateurs culturels.
​3. Pour l'application de la Propriété Intellectuelle (G-Smart) : Nous soulignons que de nombreux éléments de notre patrimoine sont déjà inscrits et protégés via l'organisme G-Smart. Cependant, ces titres de propriété intellectuelle ne sont pas exploités juridiquement par le ministère pour bloquer les tentatives de vol à l'international.​
4. Valorisation de la Vision Royale (Le Centre National du Patrimoine) :
Nous rappelons avec espérance la Haute Vision de Votre Majesté tendant à la création d'un Centre National du Patrimoine Culturel Immatériel. Cet instrument, voulu comme un pilier de la préservation de notre génie marocain, doit devenir le fer de lance de la riposte face aux tentatives de captation de notre identité. Nous appelons de nos vœux son activation pleine et entière afin qu'il puisse remplir sa mission régalienne de veille, d'inventaire et de protection juridique à l'échelle internationale.

​Par cette pétition, nous demandons humblement :
​L’Arbitrage de Votre Majesté pour que la protection du patrimoine devienne une priorité de souveraineté nationale, sous Votre Supervision directe.
​L’activation immédiate des protections juridiques et de la propriété intellectuelle (G-Smart) pour sécuriser chaque objet et savoir-faire marocain.
​Dans ce cadre, les Marocains résidant au Royaume ainsi que les Marocains du Monde expriment leur profond attachement à la protection de leur patrimoine, ainsi que leur espoir sincère de voir l’intervention bienveillante de Votre Majesté afin de faire de cette protection une priorité de souveraineté nationale, placée sous Votre Haute Supervision directe, ce qui contribuerait à renforcer la place de ce secteur et à consacrer sa dimension stratégique et souveraine, à la hauteur de son rôle dans la préservation et la défense de l’identité marocaine.

موضوع: ملتمس مرفوع إلى السدة العالية بالله من أجل حماية ملكية تراثنا الوطني أمام محاولات السطو وتقاعس المصالح الوزارية

​مولاي صاحب الجلالة، أعزكم الله وأيد بنصره خطاكم،

​نحن الموقعون أسفله، من المواطنين المغاربة المقيمين داخل المملكة ومن مغاربة العالم، المتشبثين ببيعتهم ووفائهم الدائم للعرش العلوي المجيد، يتشرفون برفع هذا الملتمس إلى مقامكم العالي بالله.

​إننا نتوجه إلى جلالتكم، بصفتكم الضامن لاستمرارية هويتنا والحامي الأسمى لمصالح الأمة، لنعرب عن قلقنا البالغ إزاء الهجمات الممنهجة التي يتعرض لها تراثنا الثقافي:

​أمام محاولات الاستيلاء الأجنبي: يتعرض إرثنا الحضاري الضارب في القدم لمحاولات سرقة وسطو متكررة من طرف الدولة الجارة، الجزائر. إن هذا السطو يهدف إلى تزييف تاريخ المغرب عبر الاستيلاء على فنونه، صناعاته التقليدية، وتقاليده العريقة.

​أمام تقاعس وزارة الثقافة: على الرغم من تنبيهاتنا المتكررة ووجود أدوات حماية قانونية، فإننا نستنكر صمت وعدم تحرك وزارة الثقافة. لقد أخفق هذا القطاع في أداء مهمته في الدفاع الدبلوماسي والتقني، تاركاً هويتنا دون حماية أمام المتربصين بالتراث الوطني.

​تفعيل الحماية القانونية (ج-سمارت): نؤكد أن العديد من عناصر تراثنا مسجلة ومحمية بالفعل عبر منظومة (ج-سمارت). ومع ذلك، فإن هذه السندات الخاصة بالملكية الفكرية لا يتم استغلالها قانونياً من طرف الوزارة للتصدي لمحاولات السطو على الصعيد الدولي.

​تثمين الرؤية الملكية السامية (المركز الوطني للتراث):

​إننا يا مولاي، لنستحضر بفيض من الاعتزاز والامتنان، الرؤية السديدة لجلالتكم المنيفة الرامية إلى إحداث 'المركز الوطني للتراث الثقافي غير المادي'. هذا الصرح الذي أردتموه جلالتكم ركيزةً متينة لصون العبقرية المغربية الأصيلة، وحصناً منيعاً للذود عن مقومات هويتنا الوطنية أمام كل محاولات السطو أو الاستلاب. وإننا، ومن هذا المنبر، لنرجو بكل إجلال تفعيل أدوار هذه المؤسسة العتيدة بصفة كاملة، لتمكينها من ممارسة مهامها السيادية في اليقظة، والجرد، والحماية القانونية لموروثنا الغني في المحافل الدولية، صيانةً للأمانة وتكريساً للإشعاع المغربي تحت قيادتكم الرشيدة.

​بناءً على ما سبق، نلتمس بكل تواضع من جلالتكم:

​تحكيمكم السامي لجعل حماية التراث أولوية من أولويات السيادة الوطنية، تحت إشراف جلالتكم المباشر.

​التفعيل الفوري للحماية القانونية والملكية الفكرية (ج-سمارت) لتحصين كل قطعة وكل مهارة مغربية أصيلة.

​وفي هذا الإطار، يعبر المغاربة قاطبة عن أملهم الصادق في رؤية تدخلكم المولوي السامي لجعل هذه الحماية قضية سيادية بامتياز، مما سيساهم في تعزيز هذا القطاع وتكريس بعده الاستراتيجي، بما يليق بدوره في صون الدفاع عن الهوية المغربية.

Subject: Request for Royal Protection of our heritage against appropriation attempts and ministerial inertia.
​Your Majesty, May God Glorify You,
​We, the undersigned, Moroccan citizens residing in the Kingdom and Moroccans of the World (MRE), unswervingly attached to the Glorious Alaouite Throne, have the distinguished honor of elevating this petition to Your High Person.
​We turn to Your Majesty, as the guarantor of the permanence of our identity and Supreme Protector of the Nation's interests, to express our deep concern regarding the systematic aggressions targeting our cultural heritage.
​1. Faced with Foreign Spoliation: Our millennial heritage is subject to repeated attempts of theft and appropriation by the neighboring state, Algeria. This spoliation aims to distort the history of Morocco by seizing its arts, crafts, and secular traditions.
​2. Faced with the Inaction of the Ministry of Culture: Despite our warnings and the existence of legal protection tools, we deplore the silence and inaction of the Ministry of Culture. This department is failing in its mission of diplomatic and technical defense, leaving our identity unprotected against cultural predators.
​3. Regarding the Enforcement of Intellectual Property (G-Smart): We emphasize that many elements of our heritage are already registered and protected through the G-Smart organization. However, these intellectual property titles are not being legally exploited by the Ministry to block international theft attempts.
​4. Valorization of the Royal Vision (The National Heritage Center):
We recall with hope Your Majesty’s High Vision regarding the creation of a National Center for Intangible Cultural Heritage. This instrument, intended as a pillar for preserving Moroccan genius, must become the spearhead of the response against attempts to capture our identity. We call for its full and complete activation so that it may fulfill its sovereign mission of monitoring, inventorying, and legal protection on an international scale.
​Our Grievances:
​Through this petition, we humbly request:
​Your Majesty's Arbitration so that the protection of heritage becomes a national sovereignty priority, under Your direct Supervision.
​The immediate activation of legal protections and intellectual property (G-Smart) to secure every Moroccan object and know-how.
​In this context, Moroccans residing in the Kingdom as well as Moroccans of the World express their deep commitment to the protection of their heritage. They hold the sincere hope of seeing Your Majesty’s benevolent intervention to make this protection a priority of national sovereignty, placed under Your Direct High Supervision. This would contribute to strengthening the sector and enshrining its strategic and sovereign dimension, matching its role in preserving and defending the Moroccan identity.

​In renewing to Your Majesty the expression of our unfailing loyalty and our deep attachment to the Glorious Alaouite Throne, we place this request with full confidence in Your High Hands.
