

Replace Judge Noel Kelly & ask NI Police to reopen the PSNI investigation into his conduct

Please continue to support & share this petition. An honest person's reputation has been destroyed. An innocent, vulnerable person's life has been devastated as a direct result of the conduct of Judge Noel Kelly in 2021.
In March 2021, Northern Ireland PSNI @ Musgrave CID opened a Misconduct in Public Office investigation into two members of the Northern Irish judiciary relating to allegations that fake judicial records including recordings of tribunal proceedings were issued by the Office of the Industrial Tribunal.
One judge, currently sitting in the Northern Irish Court of Appeal, and another NI judge, recently promoted to the position of President of the Industrial Tribunal, Judge Noel Kelly were the subject of this PSNI investigation.
In August 2021, a Detective Inspector in Musgrave CID PSNI decided not to obtain and examine evidence (MP3 metadata) relevant to the ongoing PSNI investigation.
This evidence was never obtained by the PSNI, and when Judge Kelly was asked to provide the evidence to the PSNI voluntarily, he refused to hand it over to the Detective Inspector in charge of the investigation. The PSNI investigation was then closed due to a lack of evidence.
In August 2022 PSNI has been asked to re-open its investigation, and examine all of the relevant evidence.

Judges with Red Faces is respectfully asking the Lady Chief Justice, The Right Honourable Dame Siobhan Keegan to consider replacing these two judges until the PSNI investigation into their conduct is fully and properly concluded by PSNI who have examined all available evidence.
It is suggested that until the PSNI investigation is fully and properly concluded, their work as judges may be compromised.
The NI Code of Judicial ethics requires that judges avoid even the perception of bias, and it is suggested that Judge Kelly has fallen short of this requirement.
IN THE MEANTIME, IT IS RECOMMENDED:
If you are in the unfortunate position of having your legal matter heard by Judge Noel Kelly, in the Industrial Tribunal, I recommend that you ask Judge Kelly to recuse himself until the PSNI has examined all evidence related to the 2021 Misconduct in Public Office PSNI investigation opened in relation to his conduct by Musgrave CID.
