Replace and repair Ediz Hook boat launch

The Issue

I grew up in Port Angeles, and from the moment I laid eyes on the Ediz Hook boat launch, it became a beloved part of my life. Every weekend, my family and I would head out early to enjoy the serene waters and the thrill of fishing. It was a site that brought joy to hundreds of local boating and fishing enthusiasts like me. However, in recent years, the state of the Ediz Hook boat launch has become a source of frustration and concern. We now only have one nice launch at the yacht club, and it's simply not enough for the hundreds of boaters that flock to our community.

What once was a well-maintained and safe launch has been neglected by the city of Port Angeles. The deterioration is appalling, with ramps that are now dangerous and hardly usable. It's not only an affront to the local fishing and boating community but to the town as a whole.

The condition of Ediz Hook not only affects the local residents who relish the lifestyle this marine activity provides but also impacts potential revenue that could be drawn from tourism. By revitalizing the Ediz Hook boat launch, we could enhance the charm of Port Angeles, attracting more tourists, and bringing substantial income to our small businesses and local economy.

We are proposing a full-scale repair and replacement of the Ediz Hook boat launch. This would involve the installation of safe, modern ramps and the refurbishment of the entire launch area to meet current safety standards. The city's failure to maintain this crucial infrastructure is a missed opportunity for promoting the town’s image as a vibrant coastal hub and for boosting the welfare of the community.

The City has been working with FEMA on the redesign of the Ediz Hook Boat Launch after the December 19, 2024, King Tide event that destroyed half of the floating docks, along with the east concrete ramp that supported 10 of the 20 floats. The city continues to to reach out to FEMA. However, due to the partial government shutdown, they have not been very responsive so many our questions have been unanswered. That being said, the City has set aside $30,000 as part of the City’s obligation of the FEMA grant match of $128,000 for the Architecture & Engineering (A&E) portion of the project. This includes the following: • Environmental Assessment of the project. • Shoreline Biological Assessment of work below the high tideline. • Engineering Design for the replacement of the current configuration of the floating docks. The City is currently putting an Request For Quotations (RFQ) together for the A&E portion of the project. Once this portion of the project is completed, we will be able to determine the cost of the new floats and the amount of local and grant funding that will be needed for the installation. This funding determination will be built into the Capital Facilities Plan (CFP) process this spring, along with a separate CFP project that will ensure the future floats are not negatively impacted by future weather events now that they are not protected by westerly storms due to the Navy’s mitigation project. The City will also be looking for partners for this future project as the boat launch is not only invaluable to the community but to also to other government agencies. As an update, two weeks ago, Parks staff installed 8 of the remaining floats and continue to hold on to two floats for repair parts. Because of the age, State requirements, and parts no longer being available, we are unable to add or rebuild additional floats. The City continues to monitor and clean out the debris from the boat launch to make it safe and available to the public. In the last two weeks, we have already had to clean the boat launch out three times. The City also continues to meet with the Salmon Club on a quarterly basis and keep them updated on the project.
