A year ago, the Los Angeles Times reported that the California Horse Racing industry had an opporunity 10 years ago to reach agreement with California Tribes for slot-machine-like revenue to supplement its race purses, but couldn't resolve differences within the California Horse Racing industry. In a horse race, when a horse and rider are impeded without any interference from other horses and riders, it is said that "the horse caused its own problem." That phrase is very apt for the California Horse Racing industry, as well. Time to let the horses out of its misery.
