Repeal "Regulating Public Camping" Ordinance in Yorkville, IL

The Issue

We the undersigned residents of the City of Yorkville petition the City of Yorkville to repeal CC 2025-58 Ordinance Regulating Public Camping within Corporate Boundaries and Other Actions in Connection Therewith. 

In support hereof:.

  1. This ordinance was adopted by the City Council within 2 minutes of being introduced and without discussion. This is supported by the meeting audio beginning at 43:40 and ending at 45:04 of the recording. [1]
  2. Research has consistently proven that criminalizing homelessness does not solve the homeless crisis, and in fact, exacerbates it by putting additional pressures on people who have little to no resources. [2]
  3. This appears to directly defy the Illinois Bill of Rights for the Homeless Act which is even blatantly referenced in the ordinance itself.[3][4]
  4. City Council is using the lack of public comment as approval for this measure when the constituents of Yorkville were not given notice that the Agenda was amended to include the passing of this ordinance. Public commentary was allowed before the agenda proceeded, so anyone unaware the Agenda was amended would not have an opportunity to speak on this issue. [5]

The United City of Yorkville is a beautiful, welcoming town, and every resident deserves support and protections for their human rights. We need your support to repeal this criminalization of homelessness and to increase the level of equity and opportunity for ALL Yorkvillians.
