Repeal new jersey's e-bike law requiring registration and insurance

The Issue

I'm writing to share my deep concerns about New Jersey's recently enacted e-bike law, which mandates that all electric bicycles, including low-speed pedal-assist models commonly used by commuters, seniors, delivery workers, and families, must be licensed, registered, and insured. While the intent to improve safety on our streets is commendable, this approach inadvertently creates burdensome barriers that significantly impact everyday citizens across our state.

E-bikes, especially those with pedal-assist features, have become essential for many residents who rely on them for daily commuting, errands, or making deliveries. Seniors and individuals with physical limitations often depend on e-bikes to maintain their independence and mobility. The new requirements not only impose financial burdens but also discourage healthy and environmentally-friendly transportation alternatives.

A significant increase in the cost of using e-bikes due to licensing fees, insurance premiums, and registration processes may push many back to relying on cars or public transport, counteracting efforts to reduce emissions and tackle traffic congestion. Moreover, it may disproportionately affect low-income individuals who depend on affordable e-bike options for their livelihoods.

Instead of these prohibitive measures, we should focus on smart, effective solutions that enhance road safety without deterring e-bike usage. Solutions could include better infrastructure like dedicated bike lanes, public awareness campaigns about the safe use of e-bikes, and partnerships with local organizations to promote safety and education.

The evidence from other regions and countries where e-bikes are integrated successfully into public infrastructure indicates that improving the conditions for cyclists results in safer and more harmonious street environments, without the need for heavy-handed regulations.

We urge lawmakers to reconsider the current approach and work towards creating a fair, balanced, and forward-thinking policy for e-bikes that aligns with New Jersey's environmental and transportation goals. Let us safeguard the low-cost, low-emission, and healthy transportation solutions that New Jersey's citizens have come to rely on.
