Reparations for Descendants of Slaves Act
The Issue
The United States has a history of slavery that has had lasting economic and social impacts on Black Americans and their descendants.
The promise of "40 acres and a Mule" to freed slaves after the Civil War was never fulfilled, contributing to the systemic inequality faced by Black Americans today.
It is the duty of the government to address the historical injustices faced by Black Americans and to provide reparations for the descendants of slaves.
Section 1: Definitions
1. Descendants of slaves: Individuals who can trace their lineage to individuals who were enslaved in the United States.
2. Reparations: Compensation provided to individuals or groups who have been wronged in the past.
Section 2: Reparations Funds
1. A reparations fund shall be established by the federal government to provide compensation to Black American descendants of slaves.
2. The fund shall be administered by a committee appointed by the President, consisting of experts in Black/African American history, economics, and social justice.
Section 3: Eligibility for Reparations
1. Descendants of slaves who can provide documented evidence of their lineage shall be eligible to receive reparations from the fund.
2. The committee shall establish a process for verifying eligibility and determining the amount of reparations to be awarded to each eligible individual.
Section 4: Disbursement of Reparations
1. Reparations shall be disbursed in the form of monetary payments to eligible individuals.
2. The amount of reparations awarded to each individual shall be determined based on the extent of harm suffered by their ancestors due to slavery and its legacy.
Section 5: Reporting and Oversight
1. The committee shall provide an annual report to Congress detailing the disbursement of reparations and the impact of the program on the recipients.
2. Congress shall have the authority to oversee the implementation of the reparations program and make any necessary adjustments to ensure its effectiveness.
Section 6: Funding
1. The federal government shall allocate funds from the general budget to the reparations fund on an annual basis.
2. Additional funding may be raised through private donations and grants.
Section 7: Implementation
1. This act shall go into effect immediately upon passage.
2. The committee shall have one year from the passage of this act to establish the reparations program and begin disbursing payments to eligible individuals.
Section 8: Sunset Clause
1. This program shall remain in effect indefinitely unless repealed by an act of Congress.
