The Issue

My name is Cynthia Chapman, and I’m a survivor. In April 2025, I reported my former stepdad, Kerry Simon, to law enforcement. A detective listened to me, took the evidence seriously, and submitted the case as lewd and lascivious conduct with a minor — a felony under Idaho law. But the prosecutor chose not to file charges. The reason? They said a jury wouldn’t understand why I continued to have contact with him as an adult. That reasoning is not just wrong — it’s harmful. It shows a complete misunderstanding of what grooming really is. Grooming doesn’t end when someone turns 18. It manipulates survivors into silence, into minimizing what happened, and into staying close out of fear or habit. I didn’t stay in contact because I was okay with what he did — I stayed because I had been taught that staying quiet was the safest option. The man who hurt me is still free. I’ve had to fight for every step of safety - and I now have a Domestic Violence Protection Order against him. This petition is calling for: A special prosecutor to reexamine my case. Recognition that grooming is abuse, even if it doesn’t look like what people expect I’m not asking for sympathy — I’m demanding justice.
