Reopen the Historic Seahorse Tavern in Laguna Beach
The Issue
We, the undersigned supporters of the Seahorse Tavern, respectfully urge the Laguna Beach City Council and Planning Commission to approve the permit to restore and reopen this important local gathering space, which last operated as a lounge before closing in September 2023.
Though the building has served different purposes over its 99-year history—including as an auto parts and hardware store—the Seahorse Tavern era marked a significant and memorable chapter, cherished by many in the community. Since its transformation into a neighborhood lounge decades ago, it became a warm, welcoming space for Laguna Beach residents to connect and unwind.
Now, under new ownership, we are working to bring it back—legally and responsibly—with all required permits secured for the first time in the building’s history.
Why It Matters
• Local History: The Seahorse has played many roles, but as a tavern, it earned its place in the hearts of residents. Reopening it preserves a unique and meaningful part of Laguna’s living history.
• Community Gathering Place: As a lounge, it was a social hub for locals. We want to revive that community spirit—with careful attention to the past and thoughtful plans for the future.
• Legal and Respectful Restoration: This is the first time the Seahorse will operate with full permits and city compliance. We’ve addressed past concerns, especially noise, and are committed to being respectful neighbors.
Our Plan
• Seahorse Tavern (5–10pm Sun–Thurs; 5–11pm Fri–Sat): Beer & wine under a Type 42 ABC license, with ambient acoustic music ending 30 minutes before closing.
• Pearl St Coffee (7am–12pm): Coffee and packaged snacks (prepared off-site).
• Pearl St General Store (12pm–5pm): Operating retail, transitioning to tavern use in the evening.
