Remove TPO's on dangerous trees

Remove TPO's on dangerous trees
The Issue
Purley On Thames has an area of Monterey Pines trees covered by tree preservation orders.
The Monterey Pine is a fast growing tree with an average lifespan of 60 to 90 years. Primarily grown for timber these are now an aesthetic feature of Purley On Thames.
I believe these trees received the TPO's in the 1960's and are now at the end of their lives.
All of the people that live below these trees are in agreement that these trees should be felled as they will cause damage and possibly serious injury.
The council have a duty of care for the residents, yet they refuse to have these dangerous trees felled even though the trees are no longer viable and fall under the definition of dangerous trees.
Properties have been damaged, luckily nobody has died YET.
