This is a public outcry and further awareness of the blatant extortion of money from Nigerians in the Diaspora. There is no reason that an additional $90 to a third party should be imposed on individuals wishing to visit Nigeria. The tourist visa is already $180 and should suffice. The sudden change of policy was sudden and haphazardly done with no real alert to the public and should seize to exist.
