The Issue

Living in Roswell, New Mexico, I have faced the distressing reality of being stalked on multiple occasions. These incidents have involved individuals from various professions, including those who are meant to protect us – police officers. It’s heartbreaking to feel unsafe in your community, especially when the means of violating privacy are supported by pervasive surveillance cameras.

In Roswell, like many other places, surveillance cameras have become an omnipresent part of our environment. They watch our every move, making citizens feel like suspects in their own town. The intent behind these cameras might have been to enhance security, but without oversight and accountability, they become tools of unease and harassment.

Roswell's residents deserve their privacy and freedom from unwarranted surveillance. The government, as it stands, lacks the accountability to ensure that these surveillance tools aren't used maliciously. There is no transparency about who monitors these cameras and how the footage is used or stored. The risk of footage being manipulated or misused without the consent or knowledge of the public is frighteningly real.

Statistics have shown that widespread surveillance does not necessarily lead to reduced crime rates. A study by the Urban Institute found that many cities employing surveillance technology did not see any significant reduction in crime. Instead of providing security, they often foster a culture of mistrust and anxiety.

We propose a removal or re-evaluation of these surveillance systems. The local government should consider alternative solutions, such as community policing initiatives, which focus on building trust between law enforcement and residents. Implementing neighborhood watch programs could also empower citizens to look out for each other while respecting each other's privacy.

By signing this petition, you join a movement to advocate for the privacy, safety, and dignity of Roswell's citizens. It is time we demand transparency and accountability from those in power. Let us work together to ensure our community remains a safe and welcoming space for all.

Please sign this petition to remove surveillance cameras in Roswell, New Mexico, and restore the freedom and trust of its people.

“Thank you for reaching out and for organizing residents to share their concerns about surveillance cameras in Roswell. I take privacy, civil liberties, and the potential for government overreach seriously. I have reviewed cases involving municipal surveillance and Fourth Amendment concerns. My focus extends beyond whether a court finds a constitutional violation: I want clear policies that establish limits, accountability, and safeguards against misuse. At the last Legal Committee meeting, the RPD Administrative Axon Policy was placed on the agenda for discussion. Before that meeting, I conducted an AI-assisted comparison of the policy against nine recommended oversight areas to identify potential weaknesses and opportunities for stronger safeguards. This Wednesday, I am meeting with Legal and the Chief of Police to obtain their feedback on proposed policy revisions intended for presentation at the October Legal Committee meeting. My goal is to ensure that public safety efforts operate within clear boundaries that protect residents’ rights. Regarding your petition, signatures representing 10% of Roswell’s population would be a level of public support at which I would give serious consideration to the requested removal of the cameras. This is my personal benchmark for evaluating that action; residents’ concerns remain welcome throughout the policy review. I invite you to attend the October Legal Committee meeting to share your concerns and specific recommendations. Your participation would help inform our discussion of appropriate limits and oversight. Thank you again for your engagement. Cristina A.
