Remove Mr. Wesley Sykes from SHU in compliance with the HALT Act

The Issue

Mr. Wesley Sykes has been held in the Special Housing Unit (SHU 200 /THE BOX) for approximately four years—far exceeding the limits established under New York’s HALT Solitary Confinement Act.

The HALT Act restricts segregated confinement to no more than 15 consecutive days and was enacted to prevent the severe psychological and physical harm caused by prolonged isolation. Despite this legal standard, Mr. Sykes remains in the box SHU 200 Special Housing Unit well beyond the allowable timeframe, raising serious concerns about compliance with state law.

Over the past year, Mr. Sykes has actively participated in the STEP DOWN program, demonstrating a clear commitment to rehabilitation and readiness to transition out of solitary confinement. His consistent participation and progress reflect an individual making meaningful efforts toward personal improvement and reintegration.

This situation raises broader concerns about accountability and the enforcement of laws designed to protect incarcerated individuals. When established legal protections are not upheld, it undermines confidence in the system and the intent of reform efforts like the HALT Act.

Our Request

We respectfully call on the appropriate New York State authorities to:

1) Conduct an immediate review of Mr. Wesley Sykes’ SHU placement.

2) Ensure full compliance with the HALT Solitary Confinement Act.

3) Remove Mr. Sykes from SHU if his confinement exceeds the legal limits established by law.

We urge community members, advocates, and concerned citizens to support this call for lawful, humane, and accountable treatment.

Lakeview Correctional Facility (STEP DOWN PROGRAM)/ (SPECIAL HOUSING UNIT)

2) Mr. Sykes has been in SHU since December 2022. We now demand his release.

3) Mr. Sykes has successfully completed the STEP DOWN program, however he still remains in solitary confinement.

3) Mr. Sykes is a caring individual. He is loved by many people, and shows genuine love to all that associate with him.

4) Mr. Sykes is constantly hungry and is being treated inhumanly.  

5) Mr. Sykes keeps his faith in God that this unfair treatment will end.
