

Remove Manchester City from the Premier League
The Issue
English football depends upon one fundamental principle: every club must play by the same rules.
Manchester City FC has faced an unprecedented disciplinary case brought by the Premier League concerning alleged breaches of its financial rules. The Premier League's case includes allegations concerning the provision of accurate financial information over a number of seasons.
Recent media reports state that an independent Commission has found Manchester City guilty of 114 of the 115 charges brought against the club. At the time of this petition, however, the Premier League has not publicly released the Commission's final award, sanctions have not been announced, and the disciplinary and potential appeal process has not concluded. Manchester City maintains its denial of wrongdoing and has stated that the process remains ongoing.
We respect the proper disciplinary and appeal process. But football supporters also have the right to make their voices heard about what the consequences should be if these reported findings are confirmed and upheld.
1. REMOVE MANCHESTER CITY FROM THE PREMIER LEAGUE
If the reported findings of serious and extensive breaches are confirmed and upheld, we call upon the Premier League and the competent football authorities to remove Manchester City FC from the Premier League.
Financial rules exist to protect fair competition. If serious breaches are ultimately established, the consequences should be capable of addressing any sporting advantage obtained during the affected period. The appropriate level of the English football pyramid at which Manchester City could subsequently participate should be determined by the relevant football authorities.
2. REVIEW, WITHDRAW AND REALLOCATE AFFECTED TITLES AND TROPHIES
We call for a comprehensive review of the domestic honours Manchester City won during seasons materially affected by any breaches ultimately upheld.
Where the competent authorities determine that an upheld breach materially affected the integrity of a competition and the applicable rules permit retrospective action, we believe the relevant title or trophy should be withdrawn from Manchester City.
We also ask the relevant governing bodies to consider awarding those honours to the clubs that finished as runners-up, rather than simply leaving them vacant.
This review should cover the relevant Premier League championships and, separately, domestic cup competitions falling under the jurisdiction of the FA or EFL.
3. REVIEW THE OWNERSHIP AND FUTURE ELIGIBILITY OF THOSE RESPONSIBLE
We call upon the Premier League and other relevant football authorities to conduct a full review, under the applicable ownership and directors rules, of the persons and entities responsible for Manchester City during the periods covered by any upheld breaches.
Where the evidence and applicable rules justify it, the authorities should consider whether any responsible owner, director or controlling person or entity should be disqualified from owning, controlling or directing a Premier League club in the future.
Ownership of a Premier League club brings enormous financial power, sporting influence and responsibility. The Premier League has a responsibility to protect confidence in its competition through effective and consistent enforcement of its rules.
THIS IS ABOUT THE INTEGRITY OF ENGLISH FOOTBALL
This petition is not directed against Manchester City supporters. Supporters of every club deserve a competition in which the rules are credible and consistently enforced.
Rules must apply equally, regardless of a club's wealth, ownership or sporting success.
We therefore call upon the Premier League, the Football Association and, where appropriate, the English Football League to take the strongest action justified by the final findings: remove Manchester City from the Premier League; review, withdraw and consider reallocating affected titles and trophies; review the ownership and those responsible; and publish clear reasons explaining how the sanctions imposed protect the integrity of English football.
