The Issue

We, the undersigned residents of Green Bay and the surrounding communities, call on our elected officials and police departments to end the use of Flock Safety automated license plate reader (ALPR) cameras and related surveillance technology.

These cameras continuously scan and record the movements of every vehicle that passes them, creating a detailed tracking system of ordinary residents with little meaningful oversight or public consent. What began as a limited pilot has expanded, and contracts continue to be renewed and expanded despite growing privacy concerns across Wisconsin.

We demand the following:

1.  The City of Green Bay immediately begins the process of ending its contract with Flock Safety and removes all existing Flock cameras.

2.  Neighboring communities (including those still using or considering the technology) reject or cancel Flock contracts and refrain from adopting similar mass-surveillance systems.

3.  Any future surveillance technology of this type must require public hearings, a clear privacy impact assessment, and a vote of the full city council or county board before implementation.

4.  Greater transparency regarding data access, retention, sharing with outside agencies, and audit logs.

Low voter turnout in local elections means a determined group of residents can still force accountability. We will remember who supported the expansion of this surveillance network and who works to end it.
