The Issue
I am calling on the Town Council of Apple Valley, California, to remove the flock cameras and terminate any future contracts with Flock Safety immediately. As a resident of this community, these surveillance devices disrupt our peaceful town and infringe upon our rights to privacy
The installation of these cameras was justified under the guise of enhancing public safety and reducing crime rates. However, there is no substantial evidence to suggest that they have been effective in achieving these goals. In fact, crime statistics have not shown a significant decrease since their introduction, which means their presence is more about boosting law enforcement's quotas and less about our security.
Flock cameras capture images of our vehicles and track our movements without our consent. This level of surveillance is unwarranted, especially in a community that values its privacy and the freedom to move without being constantly watched.
ALPR networks (like those manufactured by Flock Safety) use optical character recognition to instantly digitize your plate number. When this data is cross-referenced with Department of Motor Vehicles (DMV) or local police databases, it can trigger immediate notifications to nearby officers if your registration is flagged.
However, these cameras are not typically used to automatically issue mail-in fines for basic registration issues like a traditional red-light camera. Instead, they act as an investigative tool, alerting patrolling officers of the exact time, location, and direction of travel so they can physically pull the vehicle over.
Moreover, the program with Flock safety represents a misuse of public funds, diverting resources away from more effective and community-oriented safety measures. The money used for these intrusive cameras could be better invested in community programs that foster trust and cooperation with law enforcement, rather than instilling fear and suspicion.
