The Issue

In the quaint and close-knit community of Harrisburg, Arkansas, the idyllic charm is marred by the pervasive sense of being watched. For many of us who cherish our quiet streets and friendly neighbors, the installation of Flock Safety and Verkada surveillance cameras feels like an unwelcome intrusion into our lives.

Surveillance cameras, particularly those with automated license plate recognition (ALPR) capabilities, are positioned throughout our city, continuously recording and tracking the movements of all residents and visitors. This presents significant concerns regarding privacy invasions, potential data breaches, and the chilling effect on our daily activities. As the digital footprint of our lives becomes ever more pervasive, it is essential to evaluate the real versus perceived benefits of such systems.

Research indicates that the implementation of widespread surveillance does not effectively reduce crime rates as intended. A study from New York University highlights that while cameras may aid in post-crime investigations, their presence does not unequivocally deter criminal activity. Instead, they often shift crime to areas not under surveillance, bringing about more spatial inequalities and displacing rather than reducing unlawful activities.

Moreover, reliance on cloud-based systems like those operated by Verkada presents cybersecurity risks. In 2021, a significant breach affected thousands of cameras globally, exposing sensitive data including video footage and metadata. The thought that personal and potentially confidential information could fall into malicious hands is a scenario too alarming to ignore.

Beyond statistics and security concerns, there's a profound human element to consider. The feeling of constantly being watched curtails the freedom of movement and stifles the openness that our community is known for. Children playing in the park, friends gathering for a barbecue, or even leisurely strolls down Main Street now carry an uncomfortable undercurrent of surveillance.

It's time to champion the values that brought us to Harrisburg in the first place: trust, community, and a respect for personal privacy. We urge the Mayor and City Council to remove the Flock Safety and Verkada cameras and discontinue the use of these invasive technologies. Let us find more transparent and privacy-preserving ways to ensure public safety, ways that do not compromise the very principles of freedom and privacy that we hold dear.

We, the residents of Harrisburg, ask for your support in this quest to reclaim our public spaces and safeguard them from unchecked surveillance. Please sign this petition to help protect our community's privacy and to say "no" to blanket monitoring in our beloved town.
