The Issue

Peoria residents deserve both effective policing and constitutional privacy protections.

We are asking the Peoria City Council to terminate Peoria Police Departments  current Flock Safety contact much like other cities around us.

Why are residents concerned?

1. PUBLIC TRANSPARENCY — A citywide surveillance system was deployed without citywide conversation.
Peoria implemented an extensive automated license plate reader (ALPR) network and AI cameras without prominent public discussion many residents believe technology capable of tracking vehicles throughout the city warrants. Residents should not have to discover the scope and capabilities of government surveillance after it is already employed.

2. FOURTH AMENDMENT —Is it a form of dragnet and pervasive surveillance?
This question is now being litigated. A federal district court in Oklahoma recently found that a Flock database search implicated the Fourth Amendment because the system enabled law enforcement to reconstruct vehicle movements from a vast network of cameras.

3. YOUR DATA DOESN’T NECESSARILY STAY IN PEORIA — This is a nationwide network, not simply a collection of local cameras.
Vehicle records are processed through a privately operated cloud platform and is accessible beyond the agency that collected them. Residents deserve to be informed about who is accessing Peoria-generated data, for what purpose, and under whose oversight.

4. AI Camera Errors — There are reports of errors with data gathering that has resulted wrongful, violent police intervention.

ALPR alerts and searches have been implicated in documented cases around the country involving innocent people being stopped or detained. This sets a dangerous when police conduct felony stops on innocent people because their vehicle was mis-identified or wrongfully scanned by AI cameras.

What we are asking:

We ask the Peoria City Council to end the current contract with Flock Safety and implementation of its AI surveillance cameras.

Public safety and privacy are not mutually exclusive.

Peoria can pursue other non-invasive technologies that already helps locate wanted vehicles, respond to emergencies, and protect vulnerable people while respecting individual rights of what information the government may collect, retain, search, and share.  The community should have a meaningful voice in deciding where that line is drawn.
