Remove Atty. Hernani Fabia as Marina Administrator!

On November 26, 2022, Engr. Nelson Ramirez, President of United Filipino Seafarers (UFS), sent an open letter to President's office, to which they believe the current Marina administrator, Atty. Hernani Fabia should be ousted/terminated on his current postion. Below are the points of United Filipino Seafarers' open letter:

"Ineptitude- Atty. Fabia downplayed the MIDP & MARINA Strategic Voyage Plan 2028, contradicts the 2022 Philippine Response, and doesn’t know about domestic shipping, shipbuilding, shipbreaking, and ship registration, he just relies on his CoS, Atty. Jabeth Dacanay, who’s equally “blind” and has other vested interests.

Worst, we have information that corruption is now again rampant with impunity.

Immoral behavior – Atty. Fabia is an infamous in SCAMMING his students by enrolling them in PNTC Intramuros and Sta. Mesa then close these schools and transferred the students to PNTC Cavite, to the dismayed and frustrations of students feeling betrayed and incurring long travel and additional expenses.

SERIOUS CONFLICT OF INTEREST- Atty. Fabia is still the owner of the PNTC Colleges through the family-owned, KFJ Ventures which owns PNTC Colleges.

Divestment of his shares in PNTC Colleges does not exempt his family from benefitting from his distorted and bad decision of requiring Filipino seafarers to take up MLC training and other trainings which can be obtained from other means other than from these expensive training centers because PNTC Colleges is still owned by his family.

Worst, Fabia re-imposed the Management Level Course (MLC), a contradicting policy to the 2022 Philippine Response to the EMSA Audit and a decision that will surely benefit his family-owned business, PNTC Colleges, and would rake millions for his family-owned business.

These are a confluence of peril that endangers our maritime industry and the employment of thousands of Filipino seafarers.

The deployed Filipino seafarers in 2021 remitted $6.545 billion as per BSP, at least 22 percent of the total dollar OFW remittances, Mr. President, please don’t let this “go down the drain” just because of Fabia.

The Stakeholders of the Maritime Industry in the Philippines appeal to you, our beloved PBBM to put a stop to the evil desire of Atty. Hernani N. Fabia as MARINA Administrator not just to save the millions of pesos that our Filipino Seafarers will spend worthlessly just for the benefit of his family-owned business but also to PRECLUDE your Administration from shame and embarrassment from the INTERNATIONAL MARITIME COMMUNITY. The longer he stays in office, the deeper the maritime industry is ‘submerged” to the pit.

          Mr. President, we beg you to SAVE the sea-based industry and protect the employment of thousands of Filipino seafarers by relieving Atty. Fabia from his office.

This will restore the sagging morale of the Filipino Seafarers who feels strongly taken advantaged by the current MARINA Administrator.

The sector will always be grateful for your receptive response to our urgent plea for HELP!"

Moreover, Marina imposed the MLC (Management Level Course) even without approved training center offering the course! ETO and ETR course have also been reimposed without grace period! Refresher courses are also now required unlike before were you only need attestation letter from the seafarer's last vessel assignment. Seafarers have become the cash cow of Marina for years and was briefly halted when VADM Robert Empedrad became the Marina administrator but now that Atty. Fabia is in position, all corruption in Marina has returned.  

I firmly believe that by making this change.org petition, more Filipino seafarers will support the cause of United Filipino Seafarers, members or not.
