The Issue

We, the undersigned, call upon our countys officials to remove all Flock cameras and related surveillance technology and a full ban of all of these following companies ever being installed in Paulding County; “Flock Safety”, “AXON”, “Genetec”, “Hanwah Vision”, “Rhombus”, “Avigilon”, “Icetana”, “Cognitek”, “3xLogic”, “Veritone”, “Motorola Solutions”, “BriefCam”, and  “Eagle Eye Networks”.

“Motorola Solutions” Body Cameras shall be the only exception.

The current “Flock Safety” cameras do far more than read license plates: they can create detailed records of where people travel, identify patterns of their movement, and potentially track Bluetooth-enabled devices. That means the government and private company “Flock Safety” are monitoring mostly innocent residents’ activities without individualized suspicion, meaningful consent, or a warrant.

The freedom to move through our own county without being watched, recorded, and cataloged is a basic liberty. The government should not be allowed to assemble a comprehensive record of our movements simply because we use public roads that WE paid for. A person who secretly followed and documented someone’s daily travels could reasonably be accused of stalking; a private company automating that same conduct does not make it less intrusive, less illegal, or less dangerous to privacy.

No free people should have to accept constant surveillance as the price of living in their community. Data can be misused, shared beyond its original purpose, accessed by unauthorized parties, or used to monitor lawful protest, journalism, association, and political activity. When people know their movements may be tracked, they may hesitate to speak, gather, organize, or participate in public life. That is not a condition of a “free society”.

Public safety matters, but liberty matters too. Effective policing should be targeted, transparent, accountable, and based on individualized evidence, not the indiscriminate collection of information about everyone. We urge county officials to remove Flock cameras and reject surveillance practices that undermine privacy, constitutional rights, and the freedom to live without being continuously tracked. Give us liberty, not mass surveillance.
