Request for the Immediate Removal of Academic Restrictions Against Iranian Students and Researchers

We, the undersigned members of the global academic community, students, and advocates for academic freedom, call for the immediate reinstatement of General License G (https://ofac.treasury.gov/recent-actions/20140320). The recent suspension of this license (https://ofac.treasury.gov/media/7966/download?inline) penalises students and researchers in Iran by depriving them of access to online education, standardised testing, university application services, and international academic and research collaborations.

Education is a fundamental human right and a bridge to peace. Weaponising access to education and restricting academic exchange does not advance diplomatic goals. Instead, it isolates students and researchers, obstructs scientific progress, and undermines global academic freedom.

These restrictions amount to the collective punishment of an entire population, and target ordinary Iranian students and researchers. Students and scholars should not be denied access to education and scientific exchange purely because of their nationality. We therefore urge the Office of Foreign Assets Control of the U.S. Department of the Treasury to immediately reinstate General License G and restore the legal pathways necessary for Iranian students and researchers to participate in international education and academic collaboration.

 

The Scope of the Academic Restrictions

The sudden revocation of General License G fundamentally disrupts the legal pathways for academic exchange and directly halts the following activities:

Online Education: Iranian students are barred from participating in online courses offered by U.S. universities, distance learning programs, and massive open online courses (MOOCs).

Standardised Testing: Iranian applicants are prevented from accessing English-language proficiency and graduate admission exams administered by international testing platforms, making it impossible for many to meet the requirements for admission to universities abroad.

University Admissions and Payments: Iranian students are prevented from paying application fees and tuition costs, or accessing essential admission-related services at U.S. institutions of higher education.

Joint Research: Formal student exchange agreements and joint, non-commercial research collaborations between researchers residing in the U.S. and Iran are completely halted.

 

Compounding Existing Academic Barriers

These new restrictions exacerbate an already difficult environment for Iranian students and the scientific community. Iranian scholars have long faced barriers resulting from sanctions, including limited access to global scientific journals and services, severe travel limitations for attending international conferences, and significant challenges in making international transactions, including the payment of publication fees. Suspending this license blocks the few remaining legal pathways for a community that has already experienced years of systemic isolation.

Science and education depend on the free exchange of knowledge across borders. Restricting access to learning, research, and international collaboration does not punish governments; it punishes students, scientists, and ordinary people. It also deprives the global academic community of access to highly educated and ambitious students and researchers who have already made significant contributions to science and society far beyond Iran’s borders. At a time when global challenges increasingly require international cooperation, further isolating an entire country's academic community is both unjust and counterproductive.

 

درخواست لغو فوری محدودیت‌های آکادمیک علیه دانشجویان و پژوهشگران ایرانی

ما، امضاکنندگان زیر، اعضای جامعه علمی جهان، دانشجویان و مدافعان آزادی  فعالیت های علمی، خواستار بازگرداندن فوری «مجوز عمومی جی» هستیم. تعلیق اخیر این مجوز، دانشجویان و پژوهشگران در ایران را مجازات می‌کند و آن‌ها را از آموزش آنلاین، آزمون‌های زبان انگلیسی، فرآیند پذیرش دانشگاهی و همکاری‌های دانشگاهی و پژوهشی بین‌المللی محروم می‌سازد.

آموزش یک حق اساسی بشر و پلی برای صلح است. ابزار قرار دادن دسترسی به آموزش و محدود کردن تبادلات علمی، اهداف دیپلماتیک را پیش نمی‌برد؛ بلکه برعکس، به انزوای دانشجویان و پژوهشگران، جلوگیری از پیشرفت‌های علمی و تضعیف آزادی آکادمیک در سراسر جهان منجر می‌شود.

این محدودیت‌ها به مثابه مجازات دسته‌جمعی کل یک جامعه است و دانشجویان و پژوهشگران ایرانی را هدف قرار می‌دهند. دانشجویان و دانشمندان نباید صرفاً به دلیل ملیت خود از دسترسی به آموزش و تبادلات علمی محروم شوند. بنابراین، ما از دفتر کنترل دارایی‌های خارجی وزارت خزانه‌داری ایالات متحده می‌خواهیم که فوراً «مجوز عمومی جی» را بازگرداند و مسیرهای قانونی لازم را برای مشارکت دانشجویان و پژوهشگران ایرانی در همکاری‌های علمی و بهره مندی از آموزش های بین‌المللی را احیا کند.
 
 

 ابعاد این محدودیت های علمی

لغو ناگهانی «مجوز عمومی جی» مسیرهای قانونی تبادلات علمی را به طور اساسی مختل کرده و فعالیت‌های زیر را به طور مستقیم متوقف می‌سازد:
آموزش آنلاین: دانشجویان ایرانی از شرکت در دوره‌های آنلاین دانشگاه‌های آمریکا، برنامه‌های آموزش از راه دور و دوره‌های آنلاین همگانی منع شده‌اند.

آزمون‌های زبان انگلیسی: متقاضیان ایرانی از دسترسی به آزمون‌های تعیین سطح زبان انگلیسی و ورود به تحصیلات تکمیلی که توسط آزمون‌های بین‌المللی مانند تافل و دولینگو برگزاری می شود محروم شده‌اند؛ امری که برآورده کردن شرایط پذیرش در دانشگاه‌های خارج از کشور را برای بسیاری از آن‌ها غیرممکن می‌سازد.

پذیرش دانشگاهی و پرداخت‌ هزینه ها: دانشجویان ایرانی از پرداخت هزینه‌های ثبت‌نام و مبالغ شهریه، یا دسترسی به خدمات ضروری مرتبط با پذیرش در مؤسسات آموزش عالی آمریکا منع شده‌اند.

پژوهش‌های مشترک: توافق‌نامه‌های رسمی تبادل دانشجو و همکاری‌های پژوهشی مشترک و غیرتجاری بین پژوهشگران ساکن در آمریکا و ایران به طور کامل متوقف می شوند.

 

تشدید موانع علمی پیشین

این محدودیت‌های جدید، فضای دشوار کنونی را برای دانشجویان ایرانی و جامعه علمی وخیم‌تر می‌کند. پژوهشگران ایرانی از دیرباز با موانع ناشی از تحریم‌ها دست‌وپنجه نرم می‌کردند؛ موانعی مانند دسترسی محدود به مجلات و خدمات علمی جهان، محدودیت‌های شدید در سفر برای شرکت در کنفرانس‌های بین‌المللی، و چالش‌های بزرگ در انجام مبادلات مالی بین‌المللی از جمله پرداخت هزینه‌های چاپ مقالات. تعلیق این مجوز، معدود راه‌های قانونی باقی‌مانده را برای جامعه‌ای که پیش از این هم سال‌ها انزوای سیستماتیک را تجربه کرده است، مسدود می‌کند.

علم و آموزش به تبادل آزاد دانش فراتر از مرزها وابسته است. محدود کردن دسترسی به یادگیری، پژوهش و همکاری‌های بین‌المللی، دولت‌ها را مجازات نمی‌کند؛ بلکه دانشجویان، دانشمندان و مردم عادی را تنبیه می‌کند. این اقدام همچنین جامعه علمی جهان را از دسترسی به دانشجویان و پژوهشگران بسیار تحصیل‌کرده و توانمندی که پیش از این هم کمک‌های شایانی به علم و جامعه فراتر از مرزهای ایران کرده‌اند، محروم می‌سازد. در زمانی که چالش‌های جهانی بیش از پیش به همکاری‌های بین‌المللی نیاز دارند، انزوای بیشتر جامعه علمی یک کشور هم ناعادلانه و هم بی‌نتیجه است.
