For almost three decades, Bhai Jagtar Singh Hawara has lived inside prison walls. Convicted in connection with the 1995 Beant Singh case, his death sentence was later commuted to life imprisonment.

Today, after nearly thirty years behind bars, every other case against him has been resolved. He has spent the majority of his adult life in confinement, reportedly maintaining a calm, spiritual, and disciplined life in prison.

This petition does not deny the past, but it asks one simple question:

After thirty years, with no new cases and a lifetime of confinement already served, doesn’t every human being deserve a fair review and a chance at dignity?

We ask the Government of India, the Punjab Government, and the Ministry of Home Affairs to:

1. Review Bhai Jagtar Singh Hawara’s case under existing laws of parole and remission, just as any long-term prisoner would be eligible for.

       2.  Consider his transfer from Delhi’s Tihar Jail to a Punjab based facility so he can be closer to his family, culture, and faith.

       3.  Ensure humane treatment and uphold his basic rights as guaranteed by the Indian Constitution.

This is not a political demand  it is a call for fairness, humanity, and compassion.

Justice without mercy is incomplete, and punishment without hope serves no purpose.

Let Bhai Jagtar Singh Hawara’s future be decided with truth, transparency, and compassion  not with vengeance or silence.
