Reject the Rezoning for an Industrial Park and Data Center in Citrus County

The Issue

Citrus County is known for its springs, forests, and quiet communities — not massive industrial complexes. That’s why so many residents showed up to speak out against the proposed 1,356-acre industrial park northeast of Crystal River that could open the door to a large-scale data center and other heavy industry.

Neighbors living near the proposed site have raised serious concerns about what this project could mean for their wells, their electric bills, their air quality, and their property values. In a region already facing water shortages, residents are worried about the strain that resource-intensive facilities could place on local water supplies. Others fear the constant hum of cooling fans, the glare of industrial lighting, and the possibility of diesel generator emissions drifting into nearby neighborhoods.

Many families moved here to enjoy the natural beauty and peace of the Nature Coast. As Planning and Development Commission Chair David Bramblett said, “We need to keep the nature in the Nature Coast.” Economic development should not come at the expense of the very environment and quality of life that make this community special.

We call on the Citrus County Board of County Commissioners to reject the proposed rezoning and protect our water, our neighborhoods, and our natural lands. Any development of this scale must come with clear guarantees, full transparency, and meaningful safeguards — not unanswered questions.

Citrus County’s future should be shaped by the people who live here, not by open-ended industrial expansion. Please stand with residents and vote no on this rezoning proposal.

Thank you for reaching out and for sharing the petition regarding the proposed rezoning for the industrial park. Because this matter may ultimately come before the Citrus County Board of County Commissioners for a decision, it is considered a quasi-judicial matter. Under Florida law, when elected officials act in a quasi-judicial capacity, we must remain impartial and base our decision solely on the competent substantial evidence presented in the public hearing record. For that reason, it would be inappropriate for me to publicly comment on the merits of the proposal, either for or against it, outside of the formal process. That said, I want residents to know that their voices absolutely matter in this process. If and when a formal application is submitted and scheduled for public hearings, the community will have multiple opportunities to participate. These hearings are public, and residents may provide testimony, submit written comments, and present information for the record so that it can be considered as part of the decision-making process. The Board of County Commissioners does not initiate rezonings of this type. Applications are submitted by property owners or applicants and then reviewed through the county’s established planning and zoning process before potentially coming before the Board for a final decision. I encourage anyone interested in this issue to stay engaged by monitoring upcoming Planning and Development Commission and Board of County Commissioners meeting agendas, where any related applications would be publicly noticed and discussed. Participation in those hearings is the appropriate and most effective way for citizens to have their perspectives included in the official record. Thank you again for reaching out and for encouraging civic engagement in our community. Sincerely, Rebecca Bays Citrus County Commissioner
