The Issue

Missouri Senate Bill 888 & HB 2498 represents a serious threat to the welfare and future of our youth by proposing punitive measures that could inadvertently increase the incarceration of children statewide. This bill, under the guise of law enforcement, fails to address the fundamental causes of juvenile delinquency such as trauma, poverty, and a lack of developmental support. Rather than nurturing their growth, it unjustly subjects children to the harsh realities of the juvenile legal system, exacerbating problems that could be resolved through comprehensive community-based support programs.

Statistics have consistently shown that punitive juvenile justice strategies do not lead to decreased crime rates or better outcomes for young people. According to the U.S. Department of Justice, states that have implemented rehabilitative-focused juvenile justice systems report significantly lower reoffending rates compared to those employing punitive approaches. Missouri Senate Bill 888, by focusing on punishment rather than prevention, ignores these proven, evidence-based practices.

Moreover, the financial implications of this bill are alarming. Incarcerating a single youth costs taxpayers up to $250,000 annually, funds that could be redirected toward more effective, supportive interventions such as mental health services, educational programs, and job training to empower young people and help them reintegrate into society successfully.

As leaders committed to the moral, educational, and developmental well-being of our children, we know that enhancing community resources will offer young people a pathway to hope and opportunity, rather than a cycle of crime and punishment. We believe that a shift towards restorative justice and community investment will significantly benefit the future of our state’s youth, reducing crime, saving taxpayer money, and building strong, resilient communities.

We urge lawmakers to reject Missouri Senate Bill 888 and to focus on preventative approaches that meet the needs of all children by addressing the roots of their problems. By refocusing efforts on compassionate and evidence-based solutions, we can create a future where every child has the chance to thrive.

Join us in protecting the future of Missouri’s youth by signing this petition to oppose Senate Bill 888 and advocate for more thoughtful, effective measures in juvenile justice.
