Reinstate Container Deposit Legislation to Address Pollution

The Issue

It is widely acknowledged that pollution, notably plastic and glass pollution, has become a pressing issue for our global environment. Regulating outdoor garbage like plastic bottles is a significant concern. It is estimated that 8 million metric tons of plastic are thrown into the ocean each year, a number which is only increasing (National Geographic). 

Container Deposit Legislation is a relatively simple law - most plastic and glass containers cost an extra five or ten cents, but if you bring these containers to container redemption centers, you get that money back.

Our proposal could benefit from a proven strategy to combat the issue: the reinstatement of the Container Deposit Legislation, also known as Bottle Bills. This policy places a redeemable deposit on beverage containers which can be refunded once returned. Studies have shown that states with Container Deposit Legislation have much higher recycling rates – up to 84% higher (Container Recycling Institute). As a result, these states also see reductions in litter and landfill waste.

A policy of this nature also has the added advantage of generating jobs, as redemption centers will require employees to manage the influx of returned bottles.
