학생으로서 저는 생리 빈곤(period poverty) 문제에 대해 조사하고, 일부 청소년들이 생리용품을 구하는 과정에서 겪는 다양한 어려움을 알게 되면서 이 문제에 깊은 관심을 갖게 되었습니다. 여러 이해관계자들과의 인터뷰, 설문조사, 그리고 대화를 통해 특히 취약한 환경에 놓인 일부 청소년들이 연령 제한과 보호자 동의 요건 때문에 지원 제도에서 사실상 배제되고 있다는 점을 확인할 수 있었습니다. 저는 생리용품이 사치품이 아니라 기본적인 생활 필수품이라고 믿으며, 보다 공정한 제도를 만들기 위해 목소리를 내고자 합니다.

현재 여성청소년 생리용품 바우처 지원사업은 많은 청소년들에게 중요한 도움을 제공하고 있습니다. 그러나 이 제도는 보호자 동의를 안전하게 받을 수 없는 만 14세 미만 아동이라는 중요한 사각지대를 남겨두고 있습니다. 특히 가정 내 어려운 환경에 놓인 청소년들에게 생리용품 접근성 부족은 교육, 건강, 그리고 전반적인 삶의 질에 심각한 영향을 미칠 수 있습니다.

학교에 다니는 어린 학생이 적절한 생리용품 없이 생리 기간을 보내야 한다고 상상해 보십시오. 보호자에게 도움을 요청하는 것이 현실적으로 어렵거나 위험한 상황이라면 더욱 그렇습니다. 이러한 청소년들은 생리용품 지원이 절실히 필요함에도 불구하고 도움을 받을 방법이 없습니다. 그 결과 결석, 학업 집중력 저하, 자존감 하락, 건강 문제 등 충분히 예방 가능한 어려움을 겪게 됩니다.

이러한 제도적 공백을 해결하기 위해 저는 중요한 개선 방안을 제안합니다. 보호자 동의를 받기 어렵거나 위험한 경우, 교사·학교 상담사·사회복지사·보건교사와 같은 신뢰할 수 있는 성인의 확인을 통해 만 14세 미만 아동도 생리용품 바우처를 신청할 수 있도록 제도를 개선해야 합니다. 이러한 변화는 가장 도움이 필요한 청소년들에게 실질적인 지원을 제공하고, 그들이 자신의 상황 때문에 기본적인 권리를 포기하지 않도록 도울 것입니다.

이 제도가 시행된다면 대한민국은 모든 청소년의 필요를 포용적으로 지원하는 모범적인 사례가 될 수 있습니다. 어떠한 학생도 생리용품 부족 때문에 존엄성이나 교육받을 권리를 희생해서는 안 됩니다.

As a student, I became deeply invested in the issue of period poverty after conducting research and learning about the myriad barriers some young individuals face in acquiring menstrual products. Through interviews, surveys, and dialogues with various stakeholders, it became alarmingly clear that certain vulnerable youth are systematically excluded from accessing support programs due to stringent age restrictions and parental consent requirements. I sincerely believe access to menstrual products is not a luxury but a basic human necessity, which compels me to advocate tirelessly for a more equitable system in South Korea.

Currently, the Female Adolescents Menstrual Product Voucher Program serves as a vital resource for many young individuals; however, it inadvertently overlooks a critical demographic: children under the age of 14 who are unable to safely obtain parental consent. For these young individuals, especially those navigating challenging family dynamics, the absence of accessible menstrual products can severely impact their education, health, and general well-being.

Imagine being a young girl attending school, struggling to manage your periods without adequate supplies because asking a parent is not an option. This is a harsh reality for some adolescents who might be living in environments where consent cannot be safely obtained, yet have no alternative routes for assistance. The inability to access these essential products can lead to absenteeism from school, diminished self-esteem, and adverse health consequences - all of which are preventable.

To address this pressing gap, we propose a crucial reform: allowing children under 14 to apply for the menstrual product voucher with verification from a trusted adult—such as a teacher, school counselor, social worker, or school nurse—when obtaining parental consent is unfeasible or hazardous. Such a change would empower those young individuals who desperately need this support and ensure they do not suffer in silence due to circumstances beyond their control.

By implementing this reform, South Korea can set an example globally on how to inclusively address the needs of all its young citizens, ensuring that no student has to compromise their dignity or education due to a lack of menstrual supplies.
