The Issue
In the state of Virginia, Governor Glenn Youngkin Order 33 imposes a blanket ban on cell phone use within educational environments. For many like myself, this policy has resulted in a challenging school experience. I've been targeted numerous times by school administrators, both provoked and unprovoked, due to the usage of electronic devices which are necessary for not only educational purposes, but for emergency situations for all students.
This restriction not only negatively impacts students' ability to communicate effectively but also hinders their capacity for learning in modern educational settings where technology has become an integral part of the curriculum. Smartphones, for instance, are invaluable tools during class changes, lunch breaks, and work-study classes. During these times, students can use their devices to check on assignments, collaborate with peers, or catch up on schoolwork. Alongside that, those times are breaks for students where they are not obligated to do school work, but time to socialize with peers. Many have expressed that they feel they should be allowed to access phones to fully relax and enjoy their breaks out of the classroom.
Furthermore, with the increase of digital resources, personal computers are essential for completing schoolwork. Denying students access to these tools can put them at a disadvantage, considering that technological proficiency is a fundamental skill required in today’s job market. According to a report by the Pew Research Center, 95% of teens have access to a smartphone, and studies have shown that responsible use of these devices can enhance learning and development.
Our proposal is to reform Order 33 and implement a more flexible policy allowing responsible phone usage during non-instructional periods such as class changes, lunch, and work-study times. This approach balances the need for focus during instructional time while acknowledging the indispensable role of technology in education. Rules and regulation should still be held for all students to ensure they are not becoming distracted, and disciplinary actions should be applied to those who fail to respect the new policy.
