Reform DVA White Card Eligibility for Reserve Veterans

The issue

Who is impacted?

Reserve members and ex-reserve members of the Australian Defence Force (ADF) are navigating through significant disparities, firmly rooted in the policies solidified by the "Veterans Entitlements Act" of 1986. A substantial portion of our devoted reservists are starkly excluded from acquiring the DVA Non-Liability Health Care card—commonly known as the DVA White Card—consequently barring them from submitting claims for service-incurred injuries or illnesses. However, it is crucial to note that there exist very limited conditions under which certain reservists are exempted; these include reservists with at least one day of Continuous Full-Time Service (CFTS), those with Operation Service history, those who were deployed on National Emergency Operations, and reservists involved in a "Serious Training Accident."

 

For countless devoted individuals like my mother, who dutifully served in the Australian Army Reserves and encountered injuries, the existing parameters mean manoeuvring through their health adversities without the requisite support they are rightfully entitled to, intensifying their physical and emotional hardships. This disparity is not just a policy matter but a profound reflection of the level of acknowledgment and support we extend to those who commit to serving our nation, irrespective of the capacity in which they serve. The conversation around equitable access to DVA White Cards needs to be inclusive, transparent, and informed by the varied and valid experiences of our reserve members and ex-members, ensuring that the pursuit of reform is both integral and empathetic.

If the existing policies remain unaltered, a substantial number of reserve veterans will continue to endure injustices, left without the means to claim support for service-related injuries or illnesses. Rectifying this long-standing discrepancy means acknowledging the sacrifices and dedication of all veterans, irrespective of their service status, and providing them with equal opportunities to access necessary support and services. It is not merely about rectifying a policy flaw; it is about ensuring that the principles of equity, acknowledgment, and support are ubiquitously upheld within our veteran community. The ramifications of maintaining the status quo are profound, perpetuating a cycle of neglect and inequality amongst those who have selflessly served our nation.

 

Why is now the time to act?

The urgent need to address this glaring inequality cannot be overstated, as each passing day sees more reserve veterans grappling with unmet needs and unacknowledged sacrifices. Nearly four decades have elapsed since the instatement of the restricting policy, and every moment delayed is a moment too long. The time is ripe for transformative action that will bring an end to this enduring inequity and usher in a new era of inclusive support for all veterans. Immediate and decisive action is paramount to ensuring that the voices of reserve members and ex-members of the ADF are heard, and their rights to equal treatment and support are fully realized.

Purposed Changes:

1.     Policy Amendment: Reform the Veterans Entitlements Act of 1986 to allow all reserve members and ex-members of the ADF equal access to the DVA White Card, irrespective of the nature of their service.

2.     Inclusive Eligibility Criteria: Develop more inclusive eligibility criteria for the DVA White Card, ensuring that all service-related injuries or illnesses are acknowledged and supported, regardless of whether the service was on a full-time or reserve basis.

3.     Equitable Support: Establish equal support and services for all veterans, regardless of their service status, recognizing the dedication and sacrifices made by reserve members and ex-members of the ADF.

 

Next Steps and Action Plan:

On Friday, 08 December 2023, a physical copy containing the names of all the signatories of this petition will be hand-delivered to local representatives. The recipients include my local Member for Parliament, Mr. Luke Gosling, OAM, MP, and my local Senator, Senator the Hon Malarndirri McCarthy. This is not just a list but a consolidated voice demanding immediate reform and equal treatment for all our veterans.

 

Additionally, an earnest appeal will be made to Senator Jacquie Lambie to seek her public support on this vital matter, leveraging her influential position and her renowned advocacy for veterans' rights. It is anticipated that her support will be instrumental in propelling this cause forward and elevating its prominence in public and parliamentary discourse.

 

To ensure that this cause reaches a wider audience and gains the momentum it deserves, sponsored Facebook ads will be created and posted, focusing on raising awareness about this petition and the underlying issue of unequal access to DVA White Cards for reserve members and ex-members of the ADF.
